Job Description
Director of Outreach
Primary Function:
Under supervision from the Superintendent collaborates with stakeholders including AEAs, LEAs, parents and families to identify and implement programming and services that increase educational opportunities for students who are deaf or hard of hearing.
Typical Duties and Responsibilities:
+ Lead development and implementation of strategic plan for ISD Outreach program.
+ Collaborate with the Department of Education, Area Education Agencies and other stakeholders to provide statewide outreach to parents and school district personnel.
+ Coordinate all aspects of the School’s Family Resource Program, providing supports to families and interdisciplinary teams with consultation and assistance in the areas of language assessment and transition.
+ Build and maintain connections with students, parents and families through workshops, social activities and Involvement with deaf mentoring program.
+ Coordinate all aspects of the School’s Extended Learning Program, collaborating with Area Education Agencies and school districts to provide summer camps and increase educational and social opportunities for students in the Expanded Core Curriculum
+ Coordinate and facilitate spoken and signed language communication evaluations for students who need evaluations and assessments ensuring communication between the school districts, AEAs and ISD. Arrange follow up for students who have been evaluated and assessed by ISD.
+ Coordinates all aspects of the Language Resource Program including sign language development for staff and interpreter services for ISD.
+ Provide support and professional development for interpreters throughout the State of Iowa as well as support to administrators supervising interpreters and other professional working with deaf and hard-of-hearing students.
+ Coordinates all aspects of the Literacy Resource Program to increase student literacy by providing teachers and students with access to multi-modal language materials for classroom instruction.
+ Lead, supervise and evaluate Outreach department staff including; Sign Language Program Coordinator, Sign Language Instructor, and other staff who work with the Outreach Department.
+ Represent ISD on committees and boards such as EHDI, DHH Interagency, and PTSSA.
+ Share knowledge and understanding of Deaf Culture, Deaf Inclusion and Deaf Identity to support students’ social-emotional and behavior development.
+ Collaborate with the Director of Student Life, Principal and Director of Communications on development and implementation of activities and events for students and families.
+ Performs other duties assigned.
Desired Qualifications:
Master's degree in Deaf education, Deaf studies, human behavior or related field. Previous experience working with students with diverse backgrounds and learning differences; bilingual education; team teaching and team building preferred. Must be able to facilitate communication and relationships among diverse groups of stakeholders. Familiarity and experience with the Expanded Core Curriculum and early childhood through post-high school programs for deaf and hard-of-hearing students, Exceptional communication and organizational skills.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.

Additional Qualification Requirements
Candidate must be fluent in sign language with an Advanced level of achievement.
Advanced ASL
+ Able to read others’ fingerspelling at a normal rate.
+ Broad vocabulary on a wide range of topics.
+ Able to have conversations with spontaneous elaboration on a variety of work and social topics.
+ Signing rate is like native ASL users with occasional mistakes that do not detract from the conversation.
+ Good to excellent use of grammatical structure of ASL.
