    Manager, Investigations & Vendor Oversight - 000FVX Description The Investigations & Vendor Oversight Manager reports to the President of Enterprise Marine Services LLC (“EMS”) and serves as the primary point of contact for corporate and external authorities, customers, and other stakeholders on investigative and vendor-oversight matters. The Manager of Investigations & Vendor Oversight is primarily responsible for managing, overseeing, and leading comprehensive, thorough investigations into operational incidents and marine casualties, including but not limited to collisions, allisions, groundings, and product spills and discharges, as well as near misses. Responsibilities include, but are not limited to: + Conducting and managing incident investigations in accordance with EMS policies, customer requirements and expectations, and applicable laws and regulations. + Leading and guiding investigative teams in identifying and understanding causative factors to prevent future occurrences, developing effective corrective and preventative actions, and ensuring the dissemination of lessons learned throughout the fleet. + Drafting, revising, and producing investigative reports that are comprehensive, accurate, timely, and well-written. + Providing training and mentorship to members of the investigation team and promoting safety awareness throughout the organization. + Fielding, coordinating, and responding to incident investigation requests from federal and state regulatory agencies and customers. + Developing, submitting, and maintaining necessary incident-related documentation as required by federal and state agencies. + Collaborating closely with the Operations Department, the Personnel Department, the Safety Department, and the Maintenance Department on all aspects of marine casualty investigations, claims, and vendor compliance and oversight. + Communicating investigative findings and lessons learned to crewmembers and management as appropriate. + Communicating the results of Dock Surveys to customers and dock representatives and following up with customers and dock representatives to ensure that Dock Survey results are received and corrective actions are implemented. + Acting as a liaison for marine industry associations and federal and state regulatory agencies on incident and investigative issues. + Tracking, scheduling, and following up on vendor audits. + Ensuring vendor compliance with EMS policies and procedures. + Coordinating and collaborating with vendors on incident investigations and the implementation of corrective actions and lessons learned. + Initiating, participating in, and contributing to special projects as needed or directed by the President of EMS. Qualifications The successful candidate will have the following qualifications: + A high school diploma or G.E.D. equivalent is required. + 5-10 years of experience in vessel operations and/or a maritime regulatory field is required. + Demonstrated understanding of towing vessel and tank barge operations and systems is required. + Bachelor's degree in a relevant technical field is preferred but not required. + Minimum of 5 years' experience in marine regulatory requirements, safety, compliance, and/or incident investigation is required. + Formal training/certification/coursework in marine accident investigation and root cause analysis. + Valid Transportation Worker Identification Credential (TWIC) is required. + Ability to access and ride on inland vessels (boats and barges). + Willingness to work in adverse weather conditions and outside of normal work hours. + Physical strength and balance necessary for performing duties on a moving platform/vessel. + Ability to lift and move up to 50 lbs and possess adequate vision and hearing. + Ability to walk and access vessels and barges. + Proficiency in basic mathematical calculations, such as percentages, ratios, and proportions. + Strong computer skills with proficiencies in Microsoft Word and Microsoft Power Point. + Strong personnel management skills and ability to handle multiple tasks under potentially stressful and hazardous conditions. + Excellent verbal and written communication skills with individuals, teams, customers, regulatory entities, and stakeholders. + Experience with safety management systems and contributing to continuous improvement. + Ability to adapt communication style to different audiences and circumstances to effectively influence, persuade, negotiate, and engage all parties. + Demonstrated reliability and dedication to the team and company. + Willingness and ability to travel up to 25% of the time. + Must satisfactorily pass background and drug screen.
