Summary This is a TERM appointment (not-to-exceed 4 years). This position is located in the VA Portland Health Care System at the Portland VA Medical Center in Portland, OR. Responsibilities ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but may not be limited to: Involved in national-level budgeting and planning annually. Formulate practices or programs to enhance the delivery of health care to Veterans living in rural areas. Evaluates the programs and practices of effective rural health care delivery systems. Implementing targeted practices to enhance rural access to care. Operational responsibilities for tasks and projects related to rural health analysis and development of implementation strategies. Plans, develops, researches, implements, and evaluates programs to improve the access and delivery of health care services. Evaluates individual and team performance. Direct and consultative project management services to a wide range of customers. Work Schedule: Full-Time; Monday-Friday, 8:00am - 4:30pm ***NOTE: This is a TERM appointment (not-to-exceed4 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The Selective Placement Factor for this position is: Selective Placement Factor (SPF): Experience reviewing and assessing grant proposals for a national research program within a healthcare organization SPECIALIZED EXPERIENCE: At least 1 year of SPECIALIZED EXPERIENCE at the next lower grade level (GS 13) in Federal Service that includes performing the following duties: Leads and supports implementation of a national strategic plan.; Participates in the management of current and future research projects annually.; Speaks frequently in various public settings on the goals and activities.; Supervises all staff members.; Interviews and selects candidates for subordinate positions.; Designs, develops, and implements targeted practices to enhance rural access to care. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Administration and Management Budget Administration Communications Human Capital Management Project Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying light items such as medical records, instructional material, books and material, book and manuals. Physical demands related to frequent travel under normal travel conditions may include jetlag and increased walking depending on the location and circumstances. No special physical demands are required to perform the work.
