Job Description
The purpose of this position is to perform the essential project engineering management job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability for the completed project. This position performs all project engineering management responsibilities on medium to large sized and moderate to high-risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects. This position may also be assigned responsibility for a substantial area of a mega project. In addition, this individual may act as a Proposal Manager. When acting in the role of a Proposal Manager, this position is responsible for managing the completion of (a) technical and commercial proposals, (b) project planning, (c) means and methods definition, (d) schedule preparation, (e) cost estimating, and (f) the final Project Execution and Commercial Execution Strategy.
Project engineering management job duties and functions include, but are not limited to, the following:
• Maintaining emphasis on the Health, Safety and Environmental (HSE) aspects of the project as well as ensuring that Quality is maintained in accordance with Fluor standards throughout all phases of the project
• Ensuring execution of all aspects of the project in accordance with contractual obligations, Fluor’s Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)
• Ensuring full compliance with the Fluor prime contract with regard to client reporting, notifications, project system start-up and close-out requirements
• Establishing the project baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to Fluor project team
• Delivering the project in accordance with the project execution and commercial baselines
• Performing other duties as assigned
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
• Proof of U.S. citizenship is required
• Participate in Fluor University
• Utilize Knowledge Management processes to capture, support, and leverage relevant knowledge to enhance project execution
• Participate in sales and marketing efforts
Preferred Qualifications
+ Minimum of a B.S. in Engineering (or equivalent degree or experience)
+ Minimum of twelve (12) years of relevant engineering and/or project management experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects
+ Project or area management experience in international locations and/or diverse cultural environments is recommended
+ Demonstration of successful performance as an engineering manager, engineering discipline lead/manager or project manager on a minimum of two (2) medium to large sized projects or multiple project assignments in a significant role on large to very large sized EPFC/CM projects
+ Broad Engineering knowledge base with the ability to operate in a multi-discipline environment
+ General knowledge of industry codes and standards
+ Nuclear/DOE project experience
+ General knowledge of Balance-of-Plant (BOP) system design
+ General knowledge of glovebox design and/or fabricationdevelopment, etc.)
+ Demonstrated ability to manage a medium to large team
+ Able to understand interrelationships between Engineering discipline scopes (including both functional and physical relationships)
+ Knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces
+ Basic understanding of EPFC/CM tools used to execute a major project
+ Knowledge of Project Controls functions including understanding of:
+ Scheduling (including work force loading)
+ Progress measurement
+ Risk assessment and management
+ Code of accounts
+ Work breakdown structure
+ Change management
+ Cost control
+ Estimating process and planning
+ General understanding of contract law and when to engage legal
+ General knowledge of Regulatory requirements including permitting
+ Ability to define strategy, develop project schedule activities that implements the strategy, establish schedule interrelationships, and report progress, etc. with respect to engineering scope for an EPFC/CM project
+ Understanding of project funding
+ Jobsite experience
+ Key knowledge in typical nuclear project problem areas (e.g., interfaces/interface management, implementation of ASME NQA-1 procedural requirements, nuclear safety/fire protection strategy implementation, Commercial Grade Dedication, etc.)
+ Quick Learner - Ability to quickly come up to speed relative to technical and non-technical issues
+ Proactive - goal orientated with the initiative to influence events positively, lead Fluor project team, and influence client for decision making
+ Ability to resolve complex problems and to be comfortable in complex project or business environments
+ Ability to set and maintain high standards of self-performance with responsibility and accountability for successfully completing assignments and tasks
+ Demonstration of innovation, initiative, maturity, and sound judgment
+ Strong interpersonal skills and written/verbal communication skills
+ Ability to influence a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project
+ Mobility – including business travel, temporary assignments, and potentially relocating to site locations
+ Ability to work extended hours and travel when necessary
+ Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
+ Professional Certification (e.g., Professional Engineers License, Project Management Professional Certification, etc.)
+ Ability to obtain a DOE “Q “clearance

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
