    Description of Job

    This is a Hybrid position - 2 days in office and 3 days remote

     

    Preferred Office Days are Monday, Tuesday or Wednesday

     

    JAI what is it?

     

    The Joint Agency Interoperability (JAI) program identifies and implements cross-program and cross-departmental software solutions, integrating business processes, technology, and data to ensure system interoperability. Several different technology systems are used by state agencies and county human services departments to administer various programs that provide medical coverage, food, cash, child care, and child welfare assistance to approximately 2 million Coloradans. Joint Agency Interoperability (JAI) ensures a more consistent, efficient, effective, and unified experience and holistic data view across these systems, programs, and counties, which enables us to better deliver services to Coloradans and monitor and improve service delivery. Example products include a unified workflow management system, an electronic document management system, an analytics and reporting solution, and an identity resolution service, tying together all counties and four state case management systems (CBMS, Trails, ACSES, and CHATS) to enhance service delivery to Coloradans and improve the efficiency and effectiveness of state and county Human Services staff.

     

    JAI is a partnership between Colorado state agencies (Colorado Department of Human Services (CDHS), Department of Health Care Policy and Financing (HCPF), Colorado Department of Early Childhood (CDEC), and the Governor’s Office of Information Technology (OIT)), Colorado counties, and Federal partners.

     

    What will you be doing?

     

    The Head of Product (HoP) for JAI is a new role that serves as the day-to-day executive leader responsible for JAI. The HoP creates and leads a cross-disciplinary team across multiple Colorado departments, collaborating closely with CDHS, HCPF, CDEC, OIT, and contracted vendors to define and implement JAI solutions to meet the needs of program users, system users, and State program administrators. Part of this role is to advance product maturity and best practices to ensure JAI solutions deliver desired outcomes and are continually improved as needs evolve.

     

    This position reports to the Chief of Product for the Colorado Benefits Enrollment and Eligibility Systems (CoBEES), has supervisory authority over the JAI staff and is a collaborative peer with the product leadership across departments for systems within the interoperability ecosystem.

    Job duties include, but are not limited to, the following:

    + Define and drive product vision and strategyfor JAI technologies, including short- and long-term roadmap planning, prioritization, and alignment with state and county goals.

    + Translate strategy into actionable plans, including clear product requirements, KPIs, and performance metrics to guide development and measure success.

    + Build and lead cross-functional teams and vendors, providing strategic and operational oversight to ensure effective implementation and high-quality product outcomes.

    + Establish governance structuresto manage the full product lifecycle from ideation to adoption across all counties and agencies.

    + Engage and manage stakeholders, including county leaders, senior state leadership from CDHS, HCPF, CDED, and OIT, governance bodies, and the public.

    + Oversee and align multiple product workstreams, ensuring integration and interoperability across systems.

    + Lead user-centered design efforts, fostering a culture of user research, testing, accessibility, and continuous improvement to meet the needs of diverse users.

    + Manage product budgets and financials, including vendor contracts, payment approvals, risk mitigation, and budget planning for future initiatives.

    + Ensure technology solutions meet regulatory, program, and user needs, and resolve escalations or performance issues with vendors and internal teams.

    + Coordinate cross-agency collaborationand integration across systems like CBMS, Trails, ACSES, and CHATS, ensuring alignment with broader state technology strategies.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum qualifications:

    At least nine years of professional experience in a technology-related role, ideally in product management or software engineering. Three (3) years to include executive-level product ownership or technical leadership of a technology in a complex stakeholder environment.

    *Education and Experience:

     

    Bachelor's degree AND at least five years of professional experience in a technology-related role, ideally product management or software engineering. At least three of those years should involve executive-level product ownership or technical leadership of a technology in a complex stakeholder environment.

    Substitutions:

    + Additional appropriate experience will substitute for the required education on a year-for-year basis.

    Preferred Qualifications:

    + Extensive product management experience (10+ years) leading the development of roadmaps, defining outcomes, and delivering complex technology solutions through agile methodologies (e.g., roles such as Head of Product, Product Director, Product Manager, or other equivalent roles).

    + Proven leadership in matrixed environments , managing cross-functional teams and large-scale projects involving in-house staff, contractors, and third-party platforms.

    + Skilled in stakeholder engagement , navigating complex governance structures and aligning multi-agency priorities in highly regulated environments.

    + Strong domain knowledge of public program eligibility systems, health and human services programs, and the needs of vulnerable populations.

    + Hands-on experience with interoperability and data integration , including identity resolution, data sharing, analytics, and governance solutions.

    + Expertise in document and workflow management systems , and delivering iterative product improvements, prototypes, and pilots.

    + Deep commitment to user-centered design , with experience translating user research findings into solutions for diverse technical and work contexts.

    + Track record of cross-functional collaboration , including with finance, HR, legal, and compliance teams, to successfully launch and sustain new products or teams.
