    TASK FORCE: Economic Analysis and Forecasting

     

    UNIT: Economic Analysis and Forecasting

     

    JOB TITLE: One (1) Assistant Analyst/ Analyst

    CONTROL CODE: POR-26-01

    SUMMARY:

    The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of more than 90 City agencies and entities.

     

    Within OMB, the City Revenues, Economics, and Policy Division is responsible for forecasting and monitoring trends in the NYC, national, and global economies, including tax revenues, labor markets, and income growth.

     

    As part of this Division, the Economic Analysis and Forecasting Unit tracks and forecasts the City’s major economic indicators, produces supporting analysis as necessary, and provides statistical research, support, and training.

    JOB DESCRIPTION:

    The duties of this position include the following:

    - Manage the development and maintenance of OMB’s in-house econometric forecasting model, including annual review and update of equation estimates. Prepare presentations and briefings based on the model’s results.

     

    - Administer and process regular data updates such as the monthly seasonal adjusted NYC employment data. Prepare written briefs of the results.

     

    - Perform additional economic analysis and research using both public and proprietary data sources.

     

    - Support the maintenance of national and local area economic databases. Track and document ongoing data revisions, benchmarks, reclassifications, and definitional changes.

     

    - Assist other OMB groups and taskforces with economic data and analysis.

     

    - Author sections of periodic publications including the Quarterly Economic Report, the Preliminary Financial Plan, and Executive Budget. In addition, create accompanying data tables, charts, and graphs for budget publications and presentations.

     

    - Write periodic memos analyzing recent data releases and their impact on the U.S. and local economies.

    MINIMUM QUALIFICATIONS & REQUIREMENTS

    A baccalaureate degree in economics or public policy from an accredited college.

    PREFERRED SKILLS

    - Strong analytic and quantitative expertise and fluency in economic methods of analysis.

     

    - Experience analyzing and managing data using statistical software such as (but not limited to) Stata, EViews, R, or Python. The ability to learn and use new software platforms without formal training is desirable.

     

    - Ability to complete complex assignments and provide creative solutions.

     

    - Experience working with, developing, or administering databases or file management systems.

     

    - Ability to prioritize tasks and meet deadlines.

     

    - Strong written and spoken communication skills.

     

    - Inquisitive, observant, and detail-oriented disposition, with the ability to work effectively both individually and in a team environment.

     

    - Must be able to work occasional late nights and weekends.

    REQUIREMENTS:

    Assistant Analyst ($60,764+): Bachelor’s degree in Public Policy Analysis/Administration, Economics, or a field related to the specific assignment with no or one year of full-time experience in public policy analysis/administration, economic analysis/research, budgetary planning/management, financial analysis, or a related field

     

    Analyst ($77,327): Bachelor's degree in Public Policy Analysis/Administration, Economics, or a field related to the specific assignment and a minimum of two years of full-time experience in public policy analysis/administration, economic analysis/research, budgetary planning/management, financial analysis, or a related field; or an awarded Master's degree in Public Policy Analysis/Administration, Economics, or a field related to the specific assignment.
