JOB SUMMARY
The Deputy Chief of GCT Maintenance Stations and Facilities provides leadership and direction for approximately 200 employees within the operation and maintenance of Grand Central Terminal (GCT) and the Stations & Facilities Department. This position oversees GCT engineering functions, including building maintenance, utility operations, construction projects and Construction and Development (C&D) program support. This position is responsible for ensuring all utility systems are fully functional with regulatory compliance and quality standards and ensures a safe and comfortable environment for customers. The incumbent in this role is a liaison between Metro-North and the Metropolitan Transportation Authority’s (MTA) property management firm.
DUTIES AND RESPONSIBILITIES
+ Direct and oversee the day-to-day operation of GCT facilities, which include all maintenance, utility, and administrative activities.
+ Plan, analyze, review, recommend, coordinate and support C&D real estate and security projects and programs.
+ Collaborate with other MNR operations departments with respect to supporting their function/operation within GCT and the Trainshed.
+ Create, implement and adjust as necessary, a safety program that includes the 24/7 program for the GCT Maintenance and Station & Facilities Department.
+ Review and approve operating budget for department and cost control policies and procedures.
+ Direct, plan and implement programs specific to the current and future needs of the headquartered MNR employees within GCT with a focus on improving skills, competencies, productivity and morale.
+ Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
REQUIRED EDUCATION AND EXPERIENCE
+ A Bachelor’s degree in Business , Engineering , Engineering Technology, Urban Planning, Transportation, or other related field . Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.
+ Minimum ten (10) years of experience in a facility maintenance/construction role.
+ Minimum seven (7) years of experience in managing professional and diverse unionized workforce and /or projects.
KNOWLEDGE, SKILLS AND ABILITIES
+ An understanding of industry operating practices and related regulations.
+ Excellent leadership skills in the areas of project management, resource allocation and safety with the ability to motivate and engage others.
+ Excellent verbal and written communication skills, with a particular expertise for interpersonal skills and ability to interact with all levels and external contacts.
+ Excellent organization, creative problem solving and analytical skills.
+ Strong knowledge of standard safety policies and procedures.
+ Demonstrated leadership skills in the areas of safety, performance, and crisis management.
+ Ability to work in a high-profile/high pressure environment.
+ Demonstrated understanding of budgeting practices.
+ Working knowledge of Microsoft Office Suite, specifically Word, Excel, and/or Access, or comparable applications, as well as familiarity with preventive maintenance software programs.
+ Knowledge and understanding of standard applicable building codes (i.e., Plumbing, HVAC, Electrical, etc.)
+ Strong ability to manage conflicting issues using negotiation skills and fostering teamwork.
PREFERRED QUALIFICATIONS
The following is/are preferred :
+ A thorough knowledge of GCT’s physical characteristics.
+ In depth knowledge of all aspects of Terminal Operations.
+ Familiarity with MTA budgeting and contract management policy and procedures.
+ Travel may be required to other MTA locations or other external sites.
+ Strong knowledge of Metro-North’s collective bargaining agreements and discipline process.
+ Valid driver’s license.
+ Ability to respond to service disruptions 24 hours per day-7 days a week and must be able to work outside of normal working hours as needed.

OTHER INFORMATION
+ This is a policy maker position. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
+ Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
+ This position requires a driver’s license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
+ Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
