    Description

    Under general supervision of the Assistant Fire Chief, the Inventory Management Specialist performs a variety of administrative duties to lead and assist in the day to day operations of the procurement and inventory control; provides procurement compliance support for the acquisition of goods and services, contracts, and other agreements; develops and manages department supply and inventory budget, and administers and supports procurement, inventory and supply distribution activities to meet the daily and mission critical needs of the Fire Department.

    Principal Duties

    1. Oversee and participate in the procurement, inventory, and maintenance of Fire/EMS supplies and gear including but not limited to, providing oversight of the department’s procurement process in coordination with the Purchasing Division for adherence to all applicable procurement laws, rules, and regulations; planning, organizing, and coordinating purchases for supplies and services; and assisting with preparing specifications for requests for proposal (RFP) and securing bids from vendors.

    2. Oversee, coordinate, and participate in processing fiscal transactions for the department to include maintaining appropriate division-related records such as departmental invoices, purchase orders, check requisitions, bid information and vendor files; performing entry or receiving data input purchasing functions; reviewing purchases for accuracy; administering and tracking departmental transactions; and working with the City’s purchasing department to reconcile annual blanket contracts and purchase orders.

    3. Oversee, train, and motivate assigned staff; work with employee(s) to correct deficiencies; identify and resolve employee concerns and/or problems; monitor workload, objectives, and performance; and complete employee performance evaluations.

    4. Serve as department level resource for managing contracts, agreements, amendments, and renewals including but not limited to reviewing and executing contracts via purchase orders within delegated authority; facilitating contract negotiations; and monitoring all aspects of contract terms.

    5. Facilitate logistics of the firefighting PPE program ensuring compliance with Texas Commission on Fire Protection (TCFP) and NFPA standards, to include but not limited to overseeing PPE inventory and maintenance activities such as inspections, cleaning, repairs, distribution and maintaining the PPE database.

    6. Ensure quality control of purchased supplies and inventory including safety and emergency medical supplies, equipment, protective clothing, and uniforms.

    7. Assist with the Fire Department budget development, as well as assist in monitoring logistics-related budget and expenditures.

    8. Perform other duties as directed.

    Qualifications

    Required:

    Associate’s degree in accounting, finance, purchasing or related field, and three (3) years of related work experience to include contract management or contract administration; or the equivalent combination of education and experience

     

    Working knowledge of computers and procurement inventory/maintenance software; ability to master the current inventory control software used by the department (Operative IQ)

     

    Excellent verbal, written and organizational skills

     

    Proficient in the use of computer programs including Microsoft Office (Excel, Word, and PowerPoint) and network applications

     

    Ability to effectively present information and respond to questions from managers, fire personnel, vendors, and other City department representatives

     

    Ability to establish and maintain effective working relationships with the general public, co-workers, and others contacted in the course of work

     

    Ability to conduct short-term and long-term goal planning

    Preferred:

    Bachelor’s degree in a related field

     

    Two (2) years supervisory experience

     

    Knowledge of centralized purchasing and warehouse principles, practices, and theories
