Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a DEFENSE TRAVEL ADMINISTRATOR, Position Description Number D1915000 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more position(s) may be hired against this announcement. FM CERT LEVEL 2 IS REQUIRED WITHIN 2 YEARS OF HIRE Responsibilities As a DEFENSE TRAVEL ADMINISTRATOR, GS-0503-09, you will serve as the Financial Defense Travel System Administrator (FDTSA) subject matter expert (SME), Defense Travel System (DTS) for the USPFO, and the state ARNG including its supported units. Implement and manage the day-to-day activities during system operations (e.g. personnel data download and review, business process analysis, DTA training and Defense Accounting and Disbursing System (DADS) and Commercial Travel Office (CTO) connectivity). Responsible and accountable for the state ARNG's data requirements, including the user profiles, organization hierarchy, routing groups, per diem rates and Lines of Accounting, etc. Research the Federal Travel Regulations to help resolve employee issues and complex problems associated with travel. Perform a variety of budgetary and administrative functions in implementing the organization's travel program, policies, and procedures. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at USPFO Resource Management AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Supply and Services Division, and DPI) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: OFFICER O1-O5 WARRANT OFFICER WO1-CW5 ENLISTED E1-E9 Supervisor for this position is Ms. Sutcliffe. *NOTE: Accessioning into this position is contingent upon verification of Confidential Security Clearance GENERAL EXPERIENCE: Experience gained through work within similar financial program structures that support the Series' GS-0503 occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors). SPECIALIZED EXPERIENCE: Applicant must indicate at least 6 months of finance program experiences. Must understand the basic principles and concepts of the National Guard financial business program requirements. Should have finance program experiences along with competencies that provided knowledge of financial principles and procedures. Must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Must have the specialized experiences in providing analysis, validation, processing and correction of financial transactions. Must have work experiences in the Defense Travel System (DTS), with the competencies to manage complex processes related to DTS. Experienced in how to use the correct lines of accounting for payment of Government funds. Experiences included a variety of analytical, technical, and administrative programs that were funded through a number of sources such as, reimbursable accounts and transfer of funds between organizations. Competent in the control and coordination of all required actions to support successful deployments, operation and management of DTS for all military soldiers and Civilian employees. Capable of maintaining a database of user information and controls user access to Privacy Act Information and travel documents. Coordinates with each tenant organization and/or subordinate unit to identify an Organizational DTA (ODTA) for managing each organization's fielding and operational DTS requirements. Experiences included participating or developing a training program for ODTAs and/or Authorizing Officials/Certifying Officials (AO/CO). QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Education To qualify for GS-0503 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. REPROMOTION CONSIDERATION (Applies to technician applicants only.) Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians who believe they are entitled to such consideration should forward a description of the circumstances with their application. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
