    Program Manager

    Job Summary:

    The Program Manager will oversee and provide cybersecurity program management support and operations within a Departmental Information Security enterprise, specifically supporting the Cybersecurity and Infrastructure Security protection and Incident activities. This role is responsible for managing cross-functional teams, ensuring the effective execution of security operations, incident response, and risk mitigation strategies to protect the Department’s critical infrastructure and sensitive data. The Program Manager will act as a liaison between the contract staff and internal stakeholders, and external partners to align cybersecurity initiatives with departmental objectives and federal regulations.

    Key Responsibilities:

    + Lead the planning, execution, and monitoring of cybersecurity programs within the security operations, ensuring alignment with the department’s strategic goals and compliance with federal standards (e.g., FISMA, NIST, CISA directives).

    + Support the data protection and response in managing cybersecurity incidents, including threat detection, response, and recovery, ensuring timely and effective resolution.

    + Collaborate with government Department leadership, other federal agencies, and private sector partners to enhance information sharing, threat intelligence, and coordinated response efforts.

    + Manage and mentor a team of cybersecurity professionals, fostering a culture of excellence, accountability, and continuous improvement.

    + Develop and manage program budgets, allocate resources, and oversee vendor contracts to ensure operational efficiency.

    + Ensure security operations adhere to federal cybersecurity policies, standards, and guidelines, including regular audits and reporting.

    + Identify, assess, and mitigate risks to IT systems and infrastructure, implementing proactive measures to enhance security posture.

    + Develop and present performance metrics, incident reports, and program updates to senior leadership and oversight bodies.

    + Oversee the adoption and integration of advanced cybersecurity tools and technologies to strengthen security operations capabilities.

    + Promote cybersecurity awareness and training programs for contractor personnel to enhance organizational resilience.

    Basic Qualifications:

    + Education: Bachelor’s degree in Cybersecurity, Information Technology, Business Administration, or a related field; master’s degree preferred.

    + Minimum of 7-10 years of experience in program management, with at least 5 years in cybersecurity or security operations.

    + Proven experience managing complex programs in a federal government or highly regulated environment.

    + Prior work with a Security Operations Center (SOC) or Computer Security Incident Response Center is highly desirable.

    + At least one of the following is preferred: PMP, and CISSP, CISM, CRISC, or equivalent.
