Position Description
This is a non-Civil Service grant-funded position located in the Office of Homeless Services. Metro Office of Homeless Services is seeking a strategic, collaborative, and data-driven professional to serve as the Veteran System Lead. This role will lead Nashville-Davidson County’s coordinated efforts to reduce and ultimately end Veteran homelessness by managing cross-sector improvement projects, strengthening local leadership capacity, and aligning stakeholders around shared goals and timelines.
The Veteran System Lead will serve as the primary coordinator for projects focused on Veteran outreach, housing services, and system performance, working closely with key partners such as the Continuum of Care (CoC), local government, Office of Veteran Affairs, Operation Stand Down, other pertinent service providers, and people with lived experience of homelessness.
*This is a 2-year grant funded fund position and may require working outside normal business hours and weekends.
Typical Duties
Project Leadership & Coordination
+ Conduct a gap analysis across Veteran systems.
+ Manage all Veteran-focused projects related to outreach, planning, services, and data in collaboration with internal teams and community stakeholders.
+ Ensure stakeholders are consistently informed, engaged, and aligned with project goals.
+ Track progress, maintain timelines, and adjust strategies as needed to meet benchmarks.
+ Evaluate project performance and support sustainability and potential scaling of successful efforts.
System Improvement & Performance Monitoring
+ Verify data collection and system baseline.
+ Lead initiatives to reduce inflow into and accelerate outflow from homelessness for Veterans through the Coordinated Entry System.
+ Use data to identify improvement opportunities and build a project portfolio in response.
+ Set and monitor goals, timelines, and outcomes for all Veteran initiatives.
+ Report on performance, scale effective practices, and conduct post-project evaluations.
Leadership Engagement & Stakeholder Alignment
+ Ensure structures are in place to support shared accountability for ending Veteran homelessness.
+ Conduct landscape scans and engage existing leadership to build capacity.
+ Cultivate relationships with elected officials, philanthropic partners, and community leaders.
+ Collaborate with key workgroups including:
+ CoC Veterans Workgroup
+ GPD Strategy Team
+ SSVF Partner Agencies
+ HMIS & Data Teams
+ Cross-Agency Comms Teams for reporting
Other Duties
+ Carry out additional responsibilities as assigned in support of Veteran homelessness system transformation.
Minimum Qualifications
Bachelor’s degree in Public Administration, Social Work, Urban Planning, or related field and three (3) years of experience in project management, systems change, or homelessness services.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Preferred Experience, Knowledge, Skills, and Abilities
+ Master's Degree
+ Strong data literacy and ability to translate data into actionable insights
+ Excellent communication and stakeholder engagement skills
+ Experience working with cross-sector teams, especially government and nonprofit partners
+ Knowledge of homelessness response systems, especially Coordinated Entry and Veteran services (e.g., SSVF, GPD, VA)
