    General Description

    This is a staff position involving the review and analysis of operating procedures and financial or other municipal information to identify and implement improved policies, procedures, and processes. General supervision is received from a higher level employee. Related work is performed as required.

     

    This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

     

    A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. (See " http://www.cityofrochester.gov/article.aspx?id=8589935786 " Provisional Appointment - FAQ's) If you are already a City employee and have permanent, competitive status in your current position and appointment to this title would result in a provisional appointment in another department, you will lose your previous permanent competitive rights.

     

    CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

    Typical Work Activities

    + Conducts comparative analysis studies and makes subsequent recommendations to improve policies, procedures, and processes;

    + Develops monitoring and process improvement plans related to budget, financial, purchasing, human resources, and other topics as required;

    + Develops, administers, and evaluates surveys;

    + Provides research and recommendations for streamlining procedures, forms, and processes;

    + Prepares a variety of written and statistical reports, including the use of statistical software to analyze a variety of data;

    + Makes policy recommendations that affect process and project initiatives;

    + Assists in policy review and development related to identified improvement initiatives;

    + Analyzes budget requests, monitors financial data, and reviews financial forms for accuracy and completeness;

    + Prepares applications to State/Federal agencies or other sources for funding various programs;

    + Reviews specifications and implements contracts for services and supplies to be provided by outside vendors;

    + Coordinates work activities with other City units and special projects as assigned;

    + May supervise and review the work of subordinates.

    Minimum Qualifications

    Master's degree in Public Administration or Business Administration or a related degree AND two (2) years of experience evaluating business or administrative processes, monitoring budgets or financials, conducting analysis of fiscal or monetary programs, designing and implementing performance measurement systems, writing policies and procedures, and analyzing data;

    OR

    Bachelor's degree plus three (3) years’ experience as described in A.
