    Nature of Work

     

    Provide services for the Juvenile Citation Program, in collaboration with other first-offender programs. Conducts eligibility intake assessments with referred youth and their parent(s), tracks statistical data, provides community referrals, and monitors youth to ensure completion of program contract.

     

    Environmental Factors

     

    Position functions 100% in an indoor environment.

     

    Physical Factors

     

    Light physical demands require the ability to lift/carry books and office files weighing up to ten pounds. Ability to observe surroundings and identify volatile situations or safety issues.

     

    Work Situation Factors

     

    Requires competing demands such as strict deadlines, multiple tasks and occasional work beyond the normal business hours of 8:00 PM to 5:00 PM Monday through Friday. Extensive interaction with disruptive juveniles and upset parents. Continued employment is contingent upon grant funding. Regular attendance is an essential function of the job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

    This posting will be used to fill one (1) full-time, grant funded, non-exempt position, but may be used to fill multiple vacancies to include positions that are grant funded, regular, or contract and may be full-time, part-time, or temporary.

     

    This position graded at GN09.

     

    Duties and Responsibilities

     

    + Liaison with the juvenile probation administration, other personnel, outside agencies, offenders going through the system, and the general public in order to facilitate client placement and transition in programming.

    + Reviews referrals and interviews juveniles that are eligible for the Juvenile Citation Diversion Programs.

    + Staffs cases regularly with Juvenile Diversion Program Supervisor. Seeks guidance related to specific client-related issues. Collaborates with coworkers and outside partners in decision-making process.

    + Researches and develops a best practice behavior and gender specific assessment.

    + Reports project outcomes and project measures in accordance with grant agreement and provides monthly reports to the Juvenile Diversion Program Supervisor.

    + Updates files, maintains records, and database including records of all actions taken, active participant demographics, referrals to agencies, and correspondence utilizing a computer.

    + Refers youth and families to community resources as deemed necessary.

    + Corresponds with youth, parents, attorneys, victims, and appropriate agencies on actions taken. Reviews Citation Program client files on a weekly basis and notifies Juvenile Probation and Aftercare Office of youths who are not in compliance with the program requirements.

    + Records completions, disqualifications, and referrals of participants and notifies all relevant agencies in writing.

    + Maintains a strictly professional relationship with program participants and strict client confidentiality at all times.

    + Prepare and present various special and recurring reports.

    Minimum Qualifications

    Equivalent to two years college education including successful completion of course studies in criminal justice, social work, psychology, sociology, or related field PLUS six months experience in juvenile criminal justice system or related field and one year experience screening, interviewing, and assessing at-risk youth from 12 to 18 years old. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. Bilingual (English/Spanish) may be required.

    Licenses/Certifications

    Valid driver’s license is required. Position requires an acceptable driving record in accordance with City policy

     

    Knowledge, Skills, and Abilities

     

    Good knowledge of:community service programs and agencies, local government, and referral procedures.

     

    Skill in:operating a personal computer with installed generic and specialized office productivity software; conflict resolution.

     

    Ability to: establish and maintain professional working relationships with fellow employees, officials, and general public; effectively, firmly, and impartially work with and direct the activities of a diverse group of staff and participants and ensure safety; express oneself clearly and concisely orally and in writing; collect, analyze, and prepare data; effectively, courteously, and respectfully communicate to individuals of varied backgrounds; adhere to city and state regulations, policies, and procedures; be self-motivated, follow instructions and maintain constant alertness. Bilingual (English/Spanish) may be preferred.
