Barker Central School District is seeking a dynamic and unique Director of Instructional Services/Special Education who is student-centered and desires to be part of a collaborative team that continuously strives to improve the students' ability to learn, grow and develop.

Qualifications:
+ Valid teacher certification as a School Administrator or Supervisor, School District Administrator, School District Leader or equivalent.
+ Master's Degree with coursework in special education administration and/or curriculum-related subjects.
+ Proven experience as a Special Education teacher or relevant role.
+ Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.
Reports To: Superintendent of Schools
Supervises: Clerical staff assigned to special education and curriculum, along with coordinating special education and curriculum programs, services, and staff members in concert with the Coordinator of Curriculum & Professional Learning, and Building Principal, who supervise the personnel assigned to their building.

Responsibilities/Duties:
+ Assists with the adaptation of school policies to include special education needs.
+ Recommends policies and programs essential to the need of exceptional children.
+ Keeps informed of all legal requirements governing special education.
+ Provides leadership in establishing new special education programs and developing improved understanding of existing special education programs.
+ Supervises and coordinates special education classroom programs.
+ Evaluates existing programs as an ongoing responsibility, and recommends changes and additions as needed.
+ Establishes procedures for placement, evaluation, assignment, and reappraisal of students with regard to the special education services program as the CSE Chair.
+ Develops procedures for referral, securing medical reports, psychological examination, and placement.
+ Supervises and coordinates home instruction for homebound or hospitalized students.
+ Assists in the evaluation, in concert with the building administrator(s), of personnel serving in special education and instructional support areas.
+ Assists in recruitment, selection, and recommendation for hiring of instructional and instructional support personnel.
+ Assumes responsibility for compiling, maintaining, and filing all reports, records, and other documents legally required or administratively useful for special education students.
+ Develops and maintains complete and cumulative individual records of all children receiving special services or enrolled in special classes.
+ Supervises preparation of attendance reports and similar data necessary to reimbursement of funds, collecting of tuition for out-of-District students, and similar fiscal matters.
+ In conjunction with the School Business Official, arranges for transportation of all children placed in special classes.
+ Keeps informed of the state of financial aid for special education.
+ Interprets the objectives and programs of the special education services to the Board, the administration, the staff, and the public at large.
+ Assists with approving all supplies and materials used by special education personnel.
+ Consults with parents of students enrolled in any instructional program within the District.
+ Assumes responsibility for own professional growth and development; for keeping current with the literature, new research findings, and improved techniques; and for attending appropriate professional meetings and conventions.
+ Assists in the development and coordination of the sections of the budget that pertain to special education instruction.
+ Keeps abreast of developments in special education instruction, and provides leadership in determining their appropriateness for inclusion in the District educational program.
+ Works with the Building Principal and the Coordinator of Curriculum and Professional Learning/Assistant Principal in the improvement of individual staff competencies.
+ Studies federal legislation, projects, and programs for the possibilities and opportunities they offer for educational grants, entitlements, and allocations offered relevant to the needs of the District.
+ Assists the Superintendent and the professional staff in planning the wise utilization of funds available to the schools through various grant programs.
+ Obtains information, data and application forms necessary to fulfill the requirements of application for grants.
+ Considers and evaluates all requests from school personnel for projects and programs requiring grant moneys; establishes standard practices and procedures for receiving and processing such requests.
+ Assumes final responsibility for the writing of proposals and the filing of applications for grant moneys.
+ Evaluates all federally-funded or grant-funded projects in operation in the District on a regular basis.
+ Work with students who have behavioral issues, mental, emotional, learning disabilities, and/or visual impairment, autism at varying levels, or are gifted and talented.
+ Adapt learning materials to students' needs, look for engaging activities and resources that can be easily modified to each child's educational requirements.
+ Coordinate and collaborate with teachers, school counselors, occupational therapists, psychologists, speech therapists, parents and other staff/resources to modify the curriculum to provide a more effective learning environment for special needs students to improve their potential and development.
+ Assumes responsibility for all foster/homeless children and will act as the Homeless/McKinney Vento liaison.
+ Create holistic intervention plans and design Individualized Educational Plans (IEPs).
+ Monitor children's behavioral patterns and arrange appropriate interventions if needed, ability to maintain classroom order, reducing crises.
+ Ability to communicate and discuss important matters that might impede students' progress.
+ Keep detailed records of all special needs students that adhere to local, state and federal guidelines to remain compliant.
+ Special Education resource for other professionals.
+ Participates in counselor/support and staff meetings.
+ Participates as a member of school-based committees as requested.
+ Available to assist the Building Principal with meeting various student needs as appropriate on a daily basis.
+ Consults with parents:
+ Acts as a resource for information with regard to student's progress, potential problems, and/or transition to the next grade;
+ Regarding referrals to outside agencies; and/or
+ Is available for phone calls.
