    Description

    The Division of Streets & Bridges is currently seeking a Senior Utility Maintenance Supervisor that will schedule, coordinate, and assign work to multiple supervisors, equipment operators and subordinates for the purpose of maintaining and/or repairing of asphalt and concrete structures. The Senior Utility Maintenance Supervisor will have contact with citizens, contractors, and other city departments. Conduct safety training and inspect worksites daily for OSHA compliance. Prepare reports, evaluations, and time sheets. Schedule and conduct interviews for hiring and promoting personnel. Investigate and make reports on vehicle and personnel accidents. Administers disciplinary action as needed. Supervises and performs emergency weather recovery.

     

    The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Street Network, Storm Water System and Waste Management and Recycling Systems. The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.

     

    The Division of Streets & Bridges strives to make vehicular and pedestrian traffic throughout Norfolk pleasant and safe by repairing potholes, road repairs, broken sidewalks, curbs, and gutters. The Division is also responsible for grading shoulders, medians, and responding to emergencies during inclement weather, i.e. removing ice, snow, and storm debris.

     

    Departmental Hiring Salary Range: $54,601 - $62,761.15

    Essential Functions

    Essential functions include but are not limited to:

    + Responsible for managing water, wastewater, and stormwater permanent repairs of asphalt or concrete structures.

    + Manages response crew for asphalt, concrete, and brick repair projects.

    + Generates and assigns work orders for supervisors and crews.

    + Contacts and meets with citizens, contractors, vendors, private utility companies and other City departments daily to ensure City policies and regulations are followed.

    + Reviews and supervise projects from beginning until completion. Inspects work quality and safety so that it meets or exceeds industry standards. Uses computers daily to generate work orders, records related data, fills out timesheets and reviews timesheets of subordinates and assigns overtime as needed.

    + Inspect worksites for departmental crews and private contractors to ensure all City, State and Federal safety rules and regulations are followed daily. Designs and implement safety training for employees.

    + Performs administrative duties by writing reports, keeping daily logs and time sheets, generating work orders, and completing evaluations using various software systems.

    + Coordinates work crews for rotating standby shifts and emergency calls for repairs.

    + Snow Removal Team: supervises, coordinates, schedules, assigns, and trains snow removal team.

    + Assigns essential personnel for duties during emergencies and inclement weather events, coordinates work crews for rotating standby shifts and unscheduled calls for repairs.

    + Leads recovery efforts before, during, and after storm events.

    + Contributes to the development and preparation of the annual budget by assisting with cost estimates and coordinating the preparation of specifications for equipment and materials.

    + Manages on-the-job (OJT) training program to include asphalt, concrete, equipment operation licensing, and work zone safety. Responsible for tracking the progress of employees for their current position as well as for promotion. Maintains all documentation of training, including data entry into a computerized work management system

    Education/Experience

    Work requires knowledge necessary to understand basic operational, technical, or office processes. Knowledge equivalent to four years of high school or equivalency with additional training beyond high school also desirable.

     

    More than four years experience as a maintenance repair supervisor.

    Additional Information & Requirements

    + Valid commercial driver’s license required.

    + A current copy of your Division of Motor Vehicles (DMV) driving record is required at the time of interview. The driving record must be obtained within 30 days of the interview.

    + Upon completion of the interview there will be a writing sample in Microsoft Word.

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
