    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2513P01 and is part of the KS 190 Air Refueling Wing, National Guard. Responsibilities As a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, you will independently perform and examine financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Review accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews. Aggregate data from multiple financial and accounting systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United States Property and Fiscal Officer (USPFO), National Guard Bureau (NGB), Unites States Air Force (USAF), DFAS, Department of the Treasury and senior level management with accurate and timely financial reporting. Ensures the proper documentation, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulations and/or applicable laws. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK Requirements Conditions of Employment Qualifications Military Grades: E5 through E7 Compatible Military Assignments: 6F071 * Must be willing and able to cross train into the compatible AFSC GENERAL EXPERIENCE: Must have the experience that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. SPECIALIZED EXPERIENCE: Must have the specialized experience equivalent to at least the next lower grade level in analyzing and accurately processing financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) resolving complex financial functional problems, developing recommendations for financial actions, ensuring proper financial interfaces with appropriate DoD agencies and analyze diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial issues or problems. **The technician must complete the higher financial management certification within 24 months of appointment to the position** Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Education Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. GS-11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related None 1 year equivalent to at least GS-9 Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
