    The Idaho Department of Health and Welfare; Division of Medicaid is currently recruiting aProgram Managerto oversee the Medicaid Appeals and Operations and Provider support teams within the Bureau of Clinical and Quality Management. This position will report to the Bureau Chief of the Bureau of Clinical and Quality Management and will have direct oversight of Medicaid appeals and provider support initiatives within the Bureau.

    This is a statewide position and will report to their nearest DHW location.

     

    This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

    EXAMPLE OF DUTIES:

    + Provide oversight of Medicaid appeals program and operations and provider support activities within the Bureau.

    + Manage day-to-day tasks, improve workflows, and supervise staff.

    + Develop and recommend program objectives, policies, and procedures and to ensure compliance with state and federal requirements.

    + Review appeal and hearing outcomes as necessary, liaise with Deputy Attorney General's office and provide input and guidance to staff on difficult or controversial subject matter.

    + Participate in the development of operational and organizational standards, business and human resource needs of the unit, maximizing the use of program resources to support program quality and innovation.

    + Provide critical leadership and liaison duties while interacting with Deputy Attorney General's office, external stakeholders and healthcare providers.

    + Communicate essential information about program issues with Division leadership.

    + Prepare data and reports to document and measure program performance towards goals and outcomes.

    + Maximize use of resources through program analysis and staff resource inventory; arrange productive and appropriate staff work assignments ensuring skilled service delivery to support quality outcome.

    + Oversee the timely investigation and response to customer experience concerns.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum and specialty qualifications for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

     

    + Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.

     

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

     

    + Experience managing staff. Typically gained by two years in a role as a direct supervisor of personnel.

    + Considerable knowledge of judicial and administrative hearing procedures, rules of evidence, due process and administrative laws. Typically gained by at least one year in a legal support role.

    + Experience interpreting and applying laws, regulations, and policies.Typically gained by at least three years in a government, policy, compliance or regulatory affairs role.

    + Expertise in Medicaid eligibility or other major health and human service program development and developing or reviewing and evaluating health-related informational material.Typically gained by three years in an administrative role working with Medicaid participants, insurance companies, or within a human services agency.

    + Expertise providing expert testimony before a Commission or in court. Typically gained by experience in a role which required primary participation in hearings.

    + Expertise preparing oral and written reports of findings and recommendations. Typically gained by at least one year of experience researching and compiling information to generate recommendations.

    + Considerable knowledge of Health and Human Service programs. Typically gained by three years in a role working within a human service agency.
