Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located in the USCP Office of Financial Management (OFM), Office of the Chief Administrative Officer (OCAO). This position is responsible for the full range of financial management activities for the Department, including budget formulation and execution, accounting, financial audits, financial systems, and reporting. As the CFO/Director, OFM, the incumbent has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and critical financial programs and operations. The incumbent will be responsible for planning, administering, and coordinating a comprehensive financial management program for the USCP, including: -Providing oversight, management, and coordination of the Department’s Congressional Budget Justification, annual spend plans, and budget execution in compliance with applicable accounting, internal controls, and budget principles, standards, and/or requirements. -Establishing resource requirements and recommendations for Department programs. -Developing an integrated accounting and financial system for the USCP. -Implementing financial management practices, policies, and procedures within the USCP. -Developing, reviewing, and implementing financial management policies and guidance affecting broad, emerging, and/or critical programs. -Consulting with Department executives and staff to effectively plan and execute mission objectives. The work of the incumbent is accomplished through subordinate units that have specific program responsibility for assigned organizational functions, as well as in close coordination with Department officials and stakeholders. The CFO/Director, OFM, must establish and maintain effective working relationships with various high-level stakeholders, including USCP executives, Members of Congress and their staff, Congressional Committees and staff, the Capitol Police Board, other legislative and executive agencies, and members of the public where appropriate. This position requires the incumbent to obtain and maintain a Top-Secret/SCI clearance. Requirements Conditions of Employment You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period. Must be able to maintain a Top-Secret/SCI clearance. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. Your resume must demonstrate at least one year of specialized experience at or equivalent to the CP-13/GS-15 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Formulating budget to implement program objectives of the organization; 2) Advising personnel on financial management program, policies, and procedures; 3) Interpreting budgetary regulations to determine impact on organizational programs; and 4) Preparing for and overseeing financial statement audits. Additional Qualifications: -Bachelor’s degree in finance, business, public administration, accounting or related field. -Experience with the Congressional budget process and Appropriations Law. -Fifteen plus years of specialized leadership experience in budget, finance, administrative management, accounting or related field. -Excellent interpersonal skills and ability to interact courteously and professionally with individuals and teams on all levels. -Strong analytical skills and demonstrated ability to collect, interpret, and evaluate data to make informed recommendations. -Excellent written and verbal communication skills. -Ability to identify and resolve challenges independently and effectively. -An understanding of confidentiality requirements and the ability to exercise sound ethics. -Ability to work independently while respecting the role of the Division Director. -Proficient in the use of automated equipment and software including Microsoft Office. Desirable Qualifications: A master's degree in finance, business, public administration, or related field. Certified Public Accountant (CPA) or other financial certification. A Master’s degree is preferred. Additional Information Additional Conditions of Employment with the USCP: As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019, criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made. A criminal history does not automatically exclude an applicant from employment with the USCP. Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. https://www.sss.gov/verify/ Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
