RESPONSIBILITIES
The Assistant Vice President (AVP), Security Operations, is responsible for safeguarding MTA Bridges and Tunnels’ revenue, infrastructure, and personnel by overseeing the Security Operations Division and the Intelligence Division within the Security Department.
This position provides strategic leadership and daily operational oversight of all physical and electronic security efforts, including real-time monitoring, access control, incident response, and guard staffing.
The AVP manages the agency’s 24/7 Security Operations Center (SOC), ensuring electronic security systems are continuously monitored and properly administered.
The role includes authorizing electronic and physical access to agency properties, overseeing video management and retention, and leading innovative security initiatives to enhance B&T’s protective posture.
This position supervises a diverse team of professionals, providing mentorship, performance evaluations, and leadership development.
The AVP also ensures that security concerns are integrated into all emergency preparedness, disaster recovery, and business continuity planning.
This position serves as Acting VP/Chief Security Officer in their absence and plays a critical role in agency-wide security strategy and operations.
QUALIFICATIONS
Bachelor’s in Criminal Justice, Criminal Investigations, Criminology, Forensic Sciences, Public Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, Technology, Investigations, Transportation Security or a related field.
Must have a minimum of fourteen (14) years related work experience in security operations, law enforcement, homeland security, emergency management, or a closely related field, including at least ten (10) years in a management or supervisory role in a large, multi-faceted organization.
An equivalent combination of education and experience may be considered.
Five (5) years of the of fourteen (14) years of the experience must be in the transportation security environment.
Experience managing physical and electronic security systems, such as access control, surveillance, and video management systems.
Experience supervising 24/7/365 security operations centers (SOC) or similarly high-tempo environments.
Driver's License valid in the State of New York.
Lenel Certified, or must be obtain on the job within 356 days of hire
FAA Part 107 license, or must be obtain on the job within 356 days of hire
I n depth understanding of how security operations and investigative department’s function to include personnel, information and electronic/physical security as well as computer security.
Knowledge of physical and electronic security operations, armed guard management, incident and crowd management, business continuity, access control management, project management.
Familiarity with systems such as Lenel, Genetec, or other enterprise-level electronic security systems
Expert in security technology, this includes having in-depth technical knowledge in order to design, implement and maintain a system as well as administer it. (Includes: access control, video, Intrusion detection, artificial intelligence, and the latest security technology.)
Experienced in managing a multi-million dollar budget, which includes knowledge of standard business/budgetary practices, forecasting, business plan development.
Must be able to read and interpret complex diagrams and blueprints. Includes being able to conceptualize and develop a security project and illustrate it in the appropriate software format.
E xperience with: access control and intrusion detection systems (design, operations, & administration), video systems (operation & maintenance)
In-depth knowledge and understanding of statutory law; union contracts; Civil Service law; and other regulations pertinent to individual rights.
Knowledge of law enforcement procedures and statutes; security procedures; and investigative and interviewing techniques.
Strongly demonstrated leadership skills, as well as analytical and problem solving skills.
Must possess the ability to manage and to take charge in an emergency situation, including be well versed in crisis management skills.
Highly organized and detail oriented to keep pace in frequently changing conditions.
Ability to work in a highly confidential environment.
Ability to respond to any authority location on a 24/7 basis when required.
Ability to manage a 24/7 high-paced, extremely sensitive security center while maintaining a calm and professional demeanor.
Superior written and oral communication as well as interpersonal skills, necessary to communicate with all levels of the organization (internal/external contacts), particularly in regard to highly security sensitive information.
Ability to research, evaluate and develop information.
Ability to interact with other individuals, maintaining a friendly and cooperative relationship.
Ability to testify at criminal, civil or disciplinary hearings, imparting factual and cogent testimony.
Ability to represent the Agency and Department and present ideas effectively.
Preferred
Master's Degree in a related field
Certified Protection Professional (CPP) certification or equivalent
Certified Information Systems Security Professional (CISSP) certification or equivalent
In Depth understanding of all MTA B&T departments, their functions and especially their inter-dependency.
Certification in National Incident Management System (NIMS) ICS 100, 200, 700.

MTA Bridges and Tunnels is governed by the Civil Service Rules and Regulations administered by the Department of Citywide Administrative Services (DCAS).
