Summary About the Position: This Contracting Specialist position is with the U.S. Army Corps of Engineers, SWD, Ft. Worth District, Contracting Division with a duty station location of Ft. Worth, TX. Responsibilities Serves as a senior contract specialist responsible for pre-award and post-award functions involving complex, highly specialized, centrally managed programs of significant importance to the U.S. Army Corps of Engineers. Plans, develops, and establishes long and short range procurement plans, strategies, and approaches for the overall acquisition program. Serves as lead negotiator, planning the negotiation strategy, coordinating strategy with the negotiation team, and leading the negotiations conducted with contractors to reach and a fair and reasonable position for all parties involved. Responsible for contract administration functions following contract award throughout the life of the contract. Negotiates and issues contract modifications driven by technological advances, upgraded operational requirements, and other changes characteristic of the type of contract/program involved. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes:1) Performing pre-award functions (e.g. performing source selections duties, analyzing contractor proposals, and developing special contracting language) for supply, services, or construction contracts; AND 2) Performing post-award contracting work (e.g. dispute resolution, issuance of delivery orders, and preparation of modifications) for supply, services, or construction contracts; AND 3) Monitoring contractor performance to make certain that all conditions of the contract are being met in accordance with the FAR and DFARS. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Administration Contract Performance Management Contracting/Procurement Influencing/Negotiating Preparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. This position can be converted to a permanent position without further competition at management's discretion.
