How your work would contribute to our organization and the Twin Cities region:
TheStrategic Policy Consultant reports to the Metro Transit Chief of Staff and will work on a range of major policy issues and will support the delivery of initiatives to advance Metro Transit’s strategic vision and mission. This position will assist the General Manager (GM) and Chief of Staff on a range of topics as they arise and support a specific portfolio of projects and initiatives to address various agency needs and opportunities. Efforts this position could support include Metro Transit Forward, the agency’s newly developed strategic framework, timely policy and legislative priorities and other agency-wide efforts. The Strategic Consultant will focus on project management, data and policy analysis, business process improvement and increased organizational productivity.
What you would do in this job
+ Provide project management support, including facilitating meetings, tracking action items and the identification of clear deliverables, for a range of agency-wide initiatives or key policy topics.
+ Complete a range of research exercises to analyze data and business processes, clearly articulate the problem and possible solutions and, support the implementation of improvements.
+ Prepare written policy analysis including issue identification and provide recommendations for key executive stakeholders.
+ Develop a range of communication materials and tools to clearly articulate goals, processes and outcomes for both internal and external audiences on a range of key agency-wide initiatives or key policy topics.
+ Develop and maintain business processes and tools for staff to track, update and report progress on deliverables associated with a range of topics.
+ Collaborate with key agency stakeholders on a range of issues, encourage cooperative action and problem resolution while coordinating work and managing dependencies with other Metro Transit projects and efforts.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of completed education (in Business Administration, Non-Profit Management, Public Policy, Transportation Planning or related field) and progressive experience in project management, planning, policy analysis, organizational change management or continuous improvement.
+ High school diploma/GED with at least nine (9) or more years of progressive experience in project management, planning, policy analysis, organizational change management or continuous improvement.
+ Associate degree with seven (7) or more years of progressive experience in project management, planning, policy analysis, organizational change management or continuous improvement.
+ Bachelor degree with five (5) or more years of progressive experience in project management, planning, policy analysis, organizational change management or continuous improvement.
What additional skills and experience would be helpful in this job (desired qualifications):
+ Experience leading or supporting complex, cross-departmental or interagency initiatives.
+ Background in public sector work and/or government relations, including knowledge of legislative processes at the state or local level.
+ Interpersonal and communication skills, with the ability to create clear and compelling written materials for executive leadership, elected officials, and public stakeholders.
+ Ability to take initiative and drive results in fast-paced environments, managing ambiguity, competing priorities, and tight deadlines effectively.
+ Proficiency in data analysis and visualization, with advanced skills in Excel and/or other analytics platforms and tools.
What knowledge, skills, and abilities you should have within the first six months on the job:
+ Understanding of the policy and intergovernmental environment in which the Council works; and how it interacts with the Councils processes.
+ Knowledge of Council programs, policy traditions that support them, and the policy context in which they work.
+ Excellent organizational and project management skills; demonstrated ability to manage all phases of complex projects with diverse project teams.
+ Skilled with Microsoft applications like Word, Excel with ability to perform policy and data analysis using spreadsheet and database programs.
+ Ability to assemble, interpret and visualize data in support of strong decision-making.
+ Ability to understanding data visualization tools to help display and communicate data trends and analysis.
+ Ability to coach managers on how to translate ideas into actionable steps, breaking down strategic visions into strategies and deliverables.
+ Ability to lead and facilitate large, cross-functional meetings by identifying unique strengths and negotiating common visions.

You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.

If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
