    Summary You will serve as a PROGRAM ANALYST in the N1 Department, Manpower Division at Mobilization and Deployment Support Command(MDSC) of COMMANDING OFFICER, MDSC. Responsibilities You will maximize reserve manpower/readiness by filling approximately 149 Officer and Enlisted positions for MDSC Reserve Support detachments. You will prepare directives and instructions with regard to Reserve management and apply policies prescribed by higher authority. You will interpret and ensure compliance with publications, instructions, notices, local directives and changes thereto as appropriate. You will provide advice and assistance to the MDSC Commanding Officer, Executive Officer, Staff Program Managers, Department Heads and all Reserve and remote detachments in the MDSC enterprise. You will ensure all MDSC Reserve Component (RC) detachments are properly manned with mobilization-ready personnel. You will provide a requisite level of budget procedures expertise and budgeting systems knowledge. You will develop and execute the annual command NAVRESFOR Readiness Generation Plan, which consolidates and prioritizes all RPN training funding. You will study reserve accounts of all funding types to ensure the appropriate funds are allocated in support of priority exercises, unit inspections/certifications and pre- deployment training events. You will prepare a variety of reports covering status of funds, conformance to budgeted spend plans and command OPLAN, expenses, and obligations, as required by higher authority within the agency. You will develop, initiate and implement command directives, policies and procedures concerning reserve order processing through Navy Reserve Order Writing System (NROWS). You will provide specific instructions to govern effective and efficient execution of reserve orders processing and related funding issues to units, including official procedural guides and pertinent experience data to be used. You will be responsible for the coordination, communication and implementation of MDSC Individual Augmentee requirements and MDSC. You will be provide critical background personnel-related information to influence MDSC decisions and/or course of action relative to issues at hand. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing and enforcing Reserve policies and procedures and serving as the expert on all Reserve personnel matters. Experience managing Officer and Enlisted positions across Reserve detachments to maximize manpower and readiness. Experience coordinating with leadership, Reserve units, CNRFC, NAVPERS, and others to ensure detachments are fully manned with mobilization-ready personnel and compliant with policies. Experience providing expertise when processing Reserve military orders via NROWS and advising leadership on travel policies and command-specific operations and training. Experience monitoring and managing an annual budget including tracking expenditures, reviewing financial records, and preparing reports on fund status and compliance with budget and operational plans for the Reserve force. Experience overseeing coordination and communication for MDSC Individual Augmentee requirements and staff manning, managing recall order processing, including issuing, extending, and tracking deactivation orders for Reserve personnel assigned to MDSC staff.
