Summary
The Executive Director of Human Resources works with the CEO, senior leadership team, and other members of the management team to build and manage the human resource function. Responsibilities include organizational development, policies/procedures and programs including employment, compensation and benefits, performance management, employee/labor relations, recruitment and retention (onboarding) and compliance with all applicable federal, state and local laws. Administers HR policies, programs and practices including planning, organizing, developing, implementing and coordinating. Develops and recommends policies and practices. Actively participates in planning and operational decision-making.

Oversees MLHS Organizational Development, Employee Relations, Recruitment, Onboarding, Salary/Benefits, Payroll, Occupational Health and EEO/AAP: *
+ Acts as senior advisor on HR issues to Senior Leadership and management staff through MLHS. *
+ Develops and implements leadership and staff development programs. *
+ Serves as plan administrator for specific benefit programs. *
+ Creates training programs to help continually improve productivity and knowledge of HR and other departments. *
+ Serves as head of provider recruitment
Acts as consultant to Leaders and the Senior Team: *
+ Provides leadership and support on matters of goal setting, policy development, strategic implementation, analysis, and problem-solving in support of achieving objectives of Mille Lacs Health System business growth. *
+ Identifies and recommends departmental improvement activities based on strategic goals. *
Ensures MLHS is compliant with all legal standards: *
+ Maintains knowledge of industry trends and legislation to ensure compliance. *
+ Ensures compliance with all federal, state and local legislation pertaining to HR.*
+ Reviews policies and procedures, making changes as necessary and communicating changes to all leaders/employees. *
HR Functions: *
+ Reviews processes in Human Resources to ensure needs of MLHS are being met. *
+ Works with the HR Manager to make changes when necessary. *
Labor Relations: *
+ Serves on Labor Relations management committee. *
+ Chief spokesperson for MLHS during negotiations. *
+ Hears and responds to all grievances. *
+ Represents MLHS in the event of an arbitration hearing. *
+ Provides advice and counsel regarding HR matters to HR staff and managers. *
Training: *
+ Conducts assessment with managers to determine HR topics for training. *
+ Develops training curriculum. *
+ Conducts training sessions regularly. *
Manages the HR Department: *
+ All performance reviews are completed on time. *
+ Addresses performance issues or problems and takes corrective action. *
+ Budgets, analyze costs, develop programs to assure compliance, and implement cost containment measures. *
+ Develops goals/objectives that support and enhance the mission, vision, and values of MLHS. *
+ Conduct regular staff meetings. *
+ Ensures appropriate staff behaviors/contributions*
Other: *
+ Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. *
+ Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments. *

Required Education and Experience
+ Must have bachelor's degree; master's degree preferred.
+ Must have at least 10 years' broad-based HR experience, at least 5 of which must be at a management level.
+ Must have the ability to provide vision and leadership; to present facts and recommendations effectively both orally and in written form.
+ Must have excellent analytical, problem-solving, quality management, judgment, planning, and organization skills.
