Summary This position for The Defense Information Systems Agency is at ACQC/TRANSPORT PEO - COMSATCOM DIVISION (ORG IEB1). Responsibilities Serves as senior project manager for the Enhanced Mobile Satellite Services Program Management Office. Develops organizational plans and policy with respect to assigned equipments and systems; provides input to long-range planning efforts or present and future needs. Serves as acquisition lead and contracting officer's representative, directly and indirectly supporting up to 20 services contracts. Provides advice and guidance to managers and user organizations in the operations and maintenance of COMSATCOM systems, satellite transport technology, and satellite-based voice, data, and video applications. Deputy Program Manager that provides direct leadership to 15+ civilian and contractor staff and indirect leadership to 100+ staff. Brief mission partners, senior leadership, and industry partners. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as: Managing enterprise services or DoD programs or projects for commercial satellite communications (COMSATCOM) operations or acquisitions and delivering briefs to senior leaders, mission partners, and industry partners and leading teleconferences. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education There is no substitution of education for specialized experience at the GS-14 grade level. Additional Information A one year probationary or trial period may be required. Telework availability will be based upon the mission requirements and supervisory determination. The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position, in accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program. The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated) from the time they are appointed to an Acquisition Workforce position, both while working toward and after obtaining the required certification.
