Responsibilities
Noblis is seeking a highly motivated Security Specialist for their **San Diego, CA** location. The Security Specialist will serve as the Facility Security officer for this location and will be responsible for successfully administering the Noblis Security Program and security activities for the proper protection of government and Noblis personnel, facilities, and sensitive information.
The selected candidate will:
+ Process personnel security clearances to include: SCI nominations, tracking, indoctrinations, reporting, debriefs; daily use of personnel clearance data systems (DISS, NBIS, and Access Commander).
+ Process common access card (CAC) and Navy Shipyard requests.
+ Track CAC reverifications and renewals.
+ Complete and assist in compliance documentation such as self-inspection documentation, audits.
+ Maintain and continuously update Security Operating Procedures (SOPs) based on policy, risk factors, and emerging threats.
+ Conduct and schedule Collateral and SCI Security Indoctrinations and debriefings, badging, refresher training, document reviews, document control, clearance realignments, DISS entries/maintenance, document removal/destruction.
+ Create, update, enhance, and participate in security planning, procedures, instruction, and security education programs for new and current employees.
+ Enforce visitor control program to include the processing of outgoing and incoming classified visit requests.
+ Oversee the safeguarding of classified information and materials (i.e. receipt, logging, control, dissemination, transfer, destruction).
+ Document and maintain personnel security files and rosters.
+ Maintain and track DD Form 254s, to include the preparation and coordination of the DD Form 254 to subcontractors.
+ Track and initiate T3 and T5 investigation Continuous Vetting enrollment for employees
+ Possess excellent customer service skills and ability to work independently and ability to prioritize, schedule and complete multiple tasks.
+ Possess extensive knowledge and experience in specialized area of expertise to include Department of Defense (DOD) and Navy program security requirements.
+ Perform a wide variety of security related operations that include, but not limited to, personnel security, physical security, contract security, information security, and program security.
+ Provide security support to the California Workplace Violence Prevention Program.
+ Maintain classified information inventories, document control receipt and dispatch.
+ Conducts and documents security system tests, initiates work orders for identified deficiencies.
+ Receive and respond to alarm notifications.
+ Investigate security incidents.
This is a **hybrid** position. The selected candidate is expected to be in the office 2-3 days a week.
Required Qualifications
+ Bachelor's degree with 5+ years of prior relevant experience OR Associate's degree with 8+ years of prior relevant experience OR High School degree with 11+ years of prior relevant experience or working with the DOD or Military.
+ Possesses and can maintain a final Top Secret clearance.
+ Experience processing common access card (CAC) and Navy Shipyard requests.
+ Experience processing personnel security clearances to include: SCI nominations, tracking, indoctrinations, reporting, debriefs.
+ US Citizenship is required.
Desired Qualifications
+ FSO training certificate for possessing facilities from DCSA (Defense Counterintelligence and Security Agency).

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
