The Minnesota Department of Education’s School Finance Division is looking for an Education Finance Consultant 3 in the capital facilities program & funding work group. This new position will collaborate with facilities construction and Long-Term Facilities Maintenance (LTFM) programs along with working independently on projects and approvals. Other duties include providing program and finance leadership to school districts and charter schools in the areas of facilities construction, deferred maintenance, renovation and remodeling, leases, district consolidations, disillusionments, and related facilities related needs. The position will also support the team overseeing capitalized lease project approvals and operational lease planning and approval. Tasks will include completing required consultations, site visits, and other processes necessary to evaluate proposed construction projects and financing plans that will enable completion of the commissioner’s review and comment and consultation.
Supporting duties include, completion of bill comments and fiscal notes affecting district facilities during the legislative session, including development of programs, systems, and narratives for budgeting for all assigned programs. This position will support and complete duties of the LTFM program and collaborate with other staff in developing the governor’s capital budget for education. Provide consultation to state policy-makers, local program administrators’, and school district financial advisors and contracted architects/engineers. conduct education finance research, analysis, and policy development. maintain and disseminate current information relating to ongoing and new district facility issues, including authorized facility funding mechanisms, and serve as one of two MDE representatives to the State Emergency Operations Center (SEOC).
This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.
Minimum Qualifications

Five (5) years of professional experience in one or more of the following areas;
Educational building construction or construction management or design, administrative or leadership role in building or site management at a Pre-K – 12 th grade campus.
Experience must include;
+ Providing financial and strategic planning for operations & maintenance for educational, projects, or an administrative leader responsible for facilities budgets and planning.
+ Ability to navigate Microsoft Teams and Microsoft Office Suite, including Excel.
Preferred Qualifications
+ Experience in the LTFM process including knowledge in the annual plan submissions, direct working knowledge with the MDE Guide for Planning School Construction Project.
+ Direct experience and familiarity managing facilities or project-based budgets.
+ Ability to provide clear and concise communication; verbal and written.
+ Ability to create and present facilities related presentations to small and large groups.
+ Ability to manage time and prioritize tasks and work responsibilities.
