Description
The Project Manager & Analytics Specialist (PMAS) IV – Senior Advisor, Neighborhood Economic Development provides high-level strategic guidance and coordination for complex business and development projects across Detroit. Acting as both a subject-matter expert and team lead, this role supports initiatives set by department leadership and works closely with Neighborhood Development Associates to shape cross-departmental strategies, develop action plans, and resolve interagency barriers.
The Senior Advisor serves as the primary point of contact for high-priority and multi-agency projects, tracking performance metrics and recommending process improvements to enhance City services and support citywide economic development goals. This position requires expertise in project development, organizational effectiveness, and advanced data analysis, with the ability to manage projects from intake through completion. The Senior Advisor is also responsible for driving process improvements, supporting divisional goals, and ensuring the successful execution of initiatives through data-informed decision-making and collaboration with internal and external partners.
Examples of Duties
+ Review project intake and develop strategic action plans for Neighborhood Development Associates to implement
+ Conduct land use analysis and in-depth regulatory research to ensure accurate project strategy
+ Lead regular team check-ins and provide coaching and oversight to Neighborhood Development Associates
+ Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality.
+ Assists with the implementation of organizational goals, initiatives and plans.
+ Develops and implements initiatives to improve work processes.
+ Drives fact-based decision making at all levels within the organization.
+ Drives process improvement initiatives, including automation, on the processes/tools used to increase the capability and efficiency of reporting efforts.
+ Investigates and analyzes complex proposed departmental reorganizations of City departments.
+ Manages project development and execution from inception to closure.
+ Presents results of analyses concisely and effectively to ensure adoption.
+ Produces summarization reports, outputs, and operational interfaces that present research findings to stakeholders.
+ Provides recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis.
+ Provides supporting information to substantiate research findings.
+ Responsible for Data Management best practices, quality standards and advanced Data Management activities (Acquisitions, Reorganizations, Advanced Data Setup, etc.).
+ Tracks and reports project milestones and status reports to project sponsors.
+ Works in conjunction with the department/division leader to manage change control and ensure consistency and alignment of change control management across the Department.
+ Lead interdepartmental coordination meetings for complex projects
+ Serve as main contact for high-impact or escalated development cases
+ Monitor team metrics and flag recurring issues or bottlenecks
+ Recommend procedural or policy improvements based on data trends
Minimum Qualifications
Bachelor's degree with major in data analytics, project management, business, management, organizational development, or a related field. Master's degree in Urban Planning, Law, Public Policy, Business, or a related field, preferred.
Significantly advanced levels of responsibility and four to five (4-5) years of years of project management or data analytics experience.
Preferred:
+ 5+ years of experience in permitting, land use, economic development, or cross-agency project management
+ Strong grasp of municipal development review processes (zoning, site plan, special land use, BZA, licensing)
+ Excellent leadership, facilitation, and strategic problem-solving skills
+ Ability to translate complex regulations into actionable guidance for applicants and team members
Equivalent combinations of education and experience may be substituted to meet the education and experience
requirement of this position.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
