THE POSITION

ABOUT US
DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
Established in 1868, CVH serves as the State's premier public hospital for mental health treatment. As the largest facility within DMHAS, it features 17 inpatient units across Middletown and Hartford campuses, encompassing general psychiatry and addiction services. CVH offers comprehensive inpatient and outpatient psychiatric care, substance abuse treatment, and specialized services for pregnant women and individuals with dual diagnoses. Specialties include geriatric and special services, an integrated mental health network for older adults, and young adult services. Additionally, CVH houses the Traumatic Brain Injury (TBI) program, addressing survivors' needs through community reintegration, independent living skills development, vocational and educational training, psychiatric assessments, speech and physical rehabilitation, and individual and family counseling.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks in the receipt, processing, and distribution of mail.
EXAMPLES OF DUTIES
+ Sorts, distributes, and routes incoming and interoffice mail;
+ Operates automatic postage application equipment, mail inserters, and weight scales;
+ Weighs and stamps postaged, franked, or metered mail;
+ Drives state vehicles in the delivery of United States and interagency mail;
+ Picks up and delivers mail at United States Post Offices;
+ Signs for insured, certified, registered, and special delivery mail;
+ Updates and maintains records;
+ Schedules vehicle maintenance;
+ Provides postal service assistance to customers;
+ May maintain daily cash records;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Knowledge of U.S. Postal Service regulations, rates, and classes of mail;
+ Skills
+ oral and written communication skills;
+ interpersonal skills;
+ Ability to
+ follow oral and written instructions;
+ perform basic arithmetic computations;
+ utilize computer software;
+ operate computerized and mechanical postal processing equipment;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
One (1) year of experience in a mail service or postal operation involving the operation and maintenance of mail service equipment.
PREFERRED QUALIFICATIONS
+ Possession of a valid, current Drivers' License
+ Experience operating computerized and mechanical postal processing equipment
+ Experience providing customer service to a diverse population.
+ Experience troubleshooting mail processing equipment
+ Experience using computer software in conjunction with USPS electronic files
+ Experience using organizational tools and systems
+ Experience communicating with the general public via phone or email
+ Experience in mail service coordination
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess appropriate current licenses, permits and/or certifications.
PHYSICAL REQUIREMENTS
+ Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
+ A physical examination may be required.
WORKING CONDITIONS
Incumbents in this class may be required to lift moderate to heavy weight.
