JOB SUMMARY: Manages the transportation planning activities of an organization, division or agency. Serves as a group leader to professionals providing professional support.
PRIMARY DUTIES & RESPONSIBILITIES:
+ Under limited supervision in the Statewide Systems Planning Unit, it serves as the Chief of a major organizational branch engaged in the development and maintenance of a statewide transportation plan.
+ Supervises various planners and technicians engaged in the analysis of planning data to determine transportation needs, the establishment of a database, the development of data flow systems and the development of projects to meet the identified transportation needs of the state.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
ENTRY QUALIFICATIONS:
+ Associate degree from an accredited college or university and four (4) years of job-related experience, which includes one (1) year in a lead worker, team leader, or supervisory role; or one (1) year of experience required at the lower-level (TRP063) or position equivalent.
+ Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year ‐ for ‐ year.
AGENCY SPECIFIC QUALIFICATIONS:
+ Bachelor’s degree from an accredited college or university in one of the following fields: transportation planning, rural/urban planning, policy studies, public administration, business, or a closely related field.
+ Four (4) years of job-related experience.
+ Experience in the planning and analysis of highway transportation systems
+ Experience in the implementation of strategic planning and analysis
+ Demonstrated competency in performing and managing strategic initiatives.
+ Possess effective leadership skills, with the ability to motivate and guide others toward accomplishment of office/department goals.
+ Experience in providing effective instruction/training to staff (either direct reports, consultants, or other governmental entities, such as MPOs).
+ Maintains a high standard of ethical conduct.
+ Experience in effectively negotiating to find mutually acceptable solutions.
+ Experience to make sound and well-informed decisions.
+ Experience in identifying, analyzing and providing effective solutions for problems.
+ Experience to adapt quickly to new information, changing conditions, or unexpected obstacles.
+ Experience in gathering, interpreting, analyzing and summarizing information for the purpose of writing technical reports documenting studies and recommendations.
+ Intermediate skill level in Microsoft Office.
+ Ability in gathering, interpreting, analyzing and summarizing information for the purpose of writing plans, studies and recommendations.
+ Ability to effectively apply new knowledge and skills to improve work efficiency.
+ Knowledge of department's organizational structure, policies, and systems and how to operate effectively within them.
+ Knowledge of department goals and the ability to recognize opportunities to help achieve those goals.
+ Ability to motivate and promote teamwork.
+ Ability to lead people and get results through others.
+ Ability to organize and manage multiple priorities.
+ Problem analysis and problem resolution at both a strategic and functional level.
+ Strong customer orientation.
+ Excellent interpersonal and communication skills.
AGENCY PREFERRED QUALIFICATIONS:
+ Experience with transportation planning, including evaluating the need for transportation improvements
+ Strong experience in Geographic Information Systems (GIS)
+ Knowledge in principles and applications of travel demand model
+ Possess strong supervisory skills
+ Ability to effectively plan, distribute and evaluate the work of staff
+ Experience with managing contracts and distributing tasks based on scope
+ Knowledge of the role of transportation planning with Metropolitan Planning Organizations.
+ Experience working with local governments and/or other interested parties in developing solutions for transportation problems/challenges.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
