This Attorney serves the State and the Louisiana Department of Health (LDH) in a highly responsible legal, consultative, and administrative position within the Bureau of Legal Services as a specialized senior legal counsel to the Office of the Secretary of LDH on matters relating to the following programs/offices: 1) Medicaid Fee-for-Service (FFS); 2) Medicaid Managed Care; 3) Medicaid Waivers; 4) Medicaid Finance; 5) Medicaid Services [including, but not limited to, Pharmacy, Transportation, and Early and Periodic Screening, Diagnosis, and Treatment services]; 6) Office of Behavioral Health (OBH) Medicaid programs; 7) LDH Office of Aging and Adult Services (OAAS); 8) Pre-Admission Screening and Resident Review (PASRR); and 9) Federal litigation. Incumbent will work on special litigation project involving state and federal Medicaid issues and litigation projects of Department-wide impact or significance.

Job Duties and Other Information
Job Duties:
This position provides highly technical legal advice, assistance, and consultation to the Secretary, Undersecretary, Medicaid Director, Medicaid Deputy Directors, Executive Counsel, General Counsel, Deputy General Counsel(s), and Attorney Supervisor(s).
+ This Attorney will work extensively with the managerial and administrative staff of the Louisiana Medicaid program, OAAS, LOH Office for Citizens with Developmental Disabilities (OCDD), and OBH. Incumbent must perform all job duties in accordance with established principles of the legal profession and the legal and operational policies of the agency. Incumbent must exercise the highest level of professional conduct and must exercise extremely good judgment in dealing with complex and sensitive matters.
+ Job duties require an expertise in the agency's programs, policies, regulations, and state and federal laws governing the operations of the programs administered by the Department, with specialized knowledge/experience in Medicaid rules and regulations, including regulations for Medicaid Managed Care and Medicaid Waiver programs. Incumbent must be capable of making difficult decisions and working independently.

Compensation: This position is eligible for the following Special Entrance Rates (SER), as well as a Premium Pay of up to $2.00/hr for hours worked based on longevity.
Attorney 1 – $27.08 hr / $2,166.40 bi-weekly
Attorney 2 – $28.98 hr / $2,318.40 bi-weekly
Attorney 3 – $32.02 hr / $2,561.60 bi-weekly
Attorney 4 – $34.26 hr / $2,740.80 bi-weekly
