The Administrative Program Manager 2 provides direct supervision of Administrative Coordinator 4 positions in Region 2. This position is responsible for administrative functions including purchasing, telecommunications, inventory property control, contracts and grants, safety/risk management and audits. Routinely assists in planning, development and implementation of regional policy and procedure for delivery of Office of Public Health services. Serves as liaison between Region 2 and program administrators in OPH Central Office to verify compliance with procedures, eliminate duplication and maximize efficiency.
Minimum Qualifications
Five years of experience in administrative services; OR
Six years of full-time work experience in any field plus two years of experience in administrative services; OR
A bachelor's degree plus two years of experience in administrative services; OR
An advanced degree plus one year of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Review the budget requests and calculate costs of requests. Review requests for positions, equipment, supplies and other expenditures submitted by staff members.
+ Prepare all budget forms, complete with justifications, and submit annual budget request to OPH Budget Office, following approval of Public Health Regional Medical Director.
+ Monitor budget status throughout the year, reviewing current and projected expenditures and information, advising Public Health Regional Medical Director of problems areas.
+ Negotiate contracts on behalf of Public Health Regional Medical Director.
+ Directs supervision of Administrative Coordinators 4s in the parish health units.
+ Identify staff development needs, arrange appropriate training, provide on-going training to administrative and support staff for new programs, revisions in procedures, operations, reporting requirements, etc.
+ As Telecommunication Coordinator, processes all requests for the regional office and the health units in regards to telephones/lines, equipment, etc.
+ Attends workshops, in-service trainings and other required meetings locally and/or statewide.
