Enterprise Performance Management (EPM) Administrator Marketing Statement:
The Washington Metropolitan Area Transit Authority (WMATA) is seeking an experienced and innovative Enterprise Performance Management (EPM) Administrator to support and enhance its financial systems infrastructure. This role plays a vital part in ensuring the integrity and efficiency of Metro's planning, budgeting, and forecasting platforms by managing ongoing system administration, performance enhancements, and financial reporting processes. As a strategic partner to the Office of Management and Budget Services, the Administrator will be entrusted with supporting complex budgeting cycles, improving business processes, resolving system-level challenges, and delivering high-quality data for executive decision-making. The ideal candidate brings at least seven years of hands-on experience with Oracle EPM/Hyperion systems, including five years in a system administration or application development capacity, along with a strong foundation in finance, data analytics, and stakeholder collaboration. Minimum Qualifications
Minimum Education
+ Bachelor's degree in Information Systems, Business Administration, Computer Science, Cybersecurity, Accounting or related technical field
Minimum Experience
+ Minimum seven (7) years' experience with Budgeting, Forecasting with EPM/Hyperion Planning and Financial Reporting to include 5 years experience as a System Administrator (e.g. Smartview, Hyperion Financial Reports, EDM, OAS, or equivalent) and/or application development
Certification/Licensure
+ N/A

+ Advanced knowledge of Microsoft Office Applications, including Microsoft Excel.

Summary
The Enterprise Performance Management Administrator is responsible for the on-going administration and enhancements of planning and budgeting applications in support of the Management and Budgeting Office at Metro. The incumbent is accountable for the maintenance, documentation and ongoing development of the planning, budgeting, and forecasting processes in all environments. The incumbent manages month-end, quarterly and year-end financial and managerial reporting processes from the system administration perspective and for providing customer support as needed. The Administrator provides timely and accurate data submissions and manages process flow. In addition, the focus is to perform routine maintenance and provide daily systems support to Management and Budget.
Job Duties
Principal Job Duties
+ Evaluates and develops requirements of application enhancements and production support. Communicates business needs to IT team in the development, design, testing and implementation of technical solutions including the definition of use cases and expected results. Provides coordination and support forecast processes, as well as assist and provision business unit planners completing their forecasts and budget.
+ Consults with key stakeholders to update, recommend and develop new functional requirements and translates these into more efficient process budget development processes such as improved web forms, data grids, task lists and other templates.
+ Prepares all applications for business activities including scenario preparation, loading data files, running calculation scripts, reconciling and verifying data, trouble-shooting, implementing enhancements, and assisting with end-user reporting.
+ Troubleshoots production-level problems and resolves simple to highly complex technical issues related to EPM/Hyperion Planning, Essbase, Financial Reporting, and OAS. Monitors system operations and performance through review and analysis of logs. Coordinate with IT resources as required to resolve system issues and minimize downtime.
+ Maintains all aspects of application security including group provisioning, user additions/deletions and performing security audits using Hyperion Shared Services. Responsible for the maintenance of existing calc scripts, business rules, web forms, and reports.
+ Oversees data loads to EPM/Hyperion month-end actual loads using FDMEE / Data Management applications. Maintain and update FDMEE mapping tables when required. Works to create and improve business and operational processes.
+ Develops/revises user training materials and conduct training as necessary to support end-users. Participates in the monthly and annual Financial Close to provide support with report writing, query development and running the monthly interim and year-end closing entries.
+ Partners effectively across financial operational, and technical teams to develop financial reports.
+ Identifies and implements opportunities to make financial reporting more efficient including through implementation of automation, improved workflows, etc.
+ Conducts quality checks on financial reports to retain Metro's credibility and enable accurate data for decision making purposes.
+ Deep expertise with budgeting and forecasting leading practices, with experience guiding clients on their budgeting and forecasting processes.
+ Communicate regularly with Engagement Managers (Directors), project team members, and representatives from various functional and / or technical teams, including escalating any matters that require additional attention and consideration from engagement management.
+ Supports cybersecurity governance activities such as auditing user access, drafting or reviewing policy, and maintaining users security based on different roles assigned.

+ Prepares files for print or online publication.
+ Ensures documents are accessible for people with visual imparities and appropriately remediates them.
+ Researches industry-related topics to summarize information for internal and external products.
+ Researches relevant federal and local topics including legislation, events, and other newsworthy developments that are relevant to Metro's financial reporting to summarize information for internal and external products.
+ Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
