About the Opportunity:
Stillwater is seeking an experienced and driven Vice President of Capture and Business Development to lead growth strategy and execution across key federal accounts, with a focus on **Intelligence Community (IC), Department of Defense (DoD), and Department of Homeland Security (DHS)** **.** This is a hands-on leadership role that combines strategic planning with tactical execution, ideal for a self-starter who thrives in a small business, high-impact environment.
This role will be responsible for driving pipeline growth, securing prime and subcontract awards, and expanding Stillwater’s footprint across DoD, DHS, and IC customers that align with Stillwater’s core capabilities. The VP will work collaboratively with executive leadership, operations, and recruiting to ensure alignment between customer requirements and company delivery capabilities, while serving as a strategic advisor and tactical executor in a high-trust environment.
Key Responsibilities:
+ Lead the full business development lifecycle: opportunity identification, pipeline development, capture strategy, teaming, and proposal execution.
+ Build and maintain a qualified pipeline aligned with Stillwater’s core capabilities in technology services, security services, training, mission support and human capital.
+ Serve as capture manager for key pursuits, developing win strategies, solutions, and price-to-win approaches.
+ Engage directly with federal customers, contracting officers, small business representatives, and teaming partners to shape opportunities.
+ Oversee and contribute to proposal development, including writing, reviewing, and compliance checks.
+ Assess, develop, and grow the internal BD/capture team—evaluating staffing levels, skill gaps, and resourcing needs aligned with pipeline demands.
+ Collaborate with executive leadership, operations, and recruiting to align growth efforts with delivery capacity and company goals.
+ Represent Stillwater at industry events, customer briefings, and business development forums.
Required Qualifications
+ 10+ years of experience in federal business development or capture management, with a successful track record in the IC, DoD, and DHS markets.
+ Demonstrated success in leading and winning competitive captures (prime and subcontract).
+ Experience supporting or proposing on classified programs (TS/SCI, SAP/SCI).
+ Strong understanding of federal acquisition processes, GWACs/IDIQs, and set-aside strategies.
+ Excellent communication, interpersonal, and leadership skills.
+ Active TS/SCI clearance required; polygraph preferred.
Preferred Qualifications
+ Experience in a small business federal contractor.
+ Familiarity with tools such as GovWin, SAM.gov, and FPDS.
+ Experience supporting security-cleared workforces and sensitive mission program.
