Responsibilities GS-11 PRIMARY PURPOSE: To perform developmental assignments as a MISSION INTEGRATION SPECIALIST. This is a developmental position with known promotion potential to the target position of 5C-NC1498, Mission Integration Specialist, GS-0301-12. Incumbent works closely with the supervisor in performing duties identified in the full performance core personnel document. GS-12 PRIMARY PURPOSE: To serve as a Joint Fires Targeting Specialist for Joint Task Force North (JTF-N), Directorate of Operations Targeting (J32). Responsible for providing insight into mission area capabilities for lethal and non-lethal targeting in support of contingency, future, and current tactical and operational-level planning. DUTIES FOR GS-11/12: Knowledge of the various capabilities for lethal and non-lethal targeting to support operational planning. Knowledge of Joint targeting strategic and operational planning and execution in support of mission areas such as counter-transnational organized crime and ISR operations. Skill in implementing the Joint Operational Planning Process and the six-step targeting cycle to enable substantive contribution to operational planning teams. Skill to formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in Government under high stress and quick changing crisis situations. Ability to develop and coordinate targeting products, within the targeting community of interest, to support working groups and decision boards. Ability to independently execute projects and/or studies within established time constraints. Ability to lead study teams in order to originate new ideas, projects, and methodologies. Ability to communicate effectively, both orally and in writing, to articulate complex issues. Requirements Conditions of Employment Qualifications QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE for GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include In-depth knowledge of Joint warfighting doctrine, unified combatant command structure, operational design, and global command and control constructs with application to Joint weapons targeting doctrine and operations to participate in cross- command OPTs that include representatives from other directorates, combatant commands, services, and agencies working to develop joint fires products; knowledge of the Joint Operational Planning Process (JOPP) and the Joint Targeting Cycle to provide the link between plans and operations in support of OPT's across all event horizons; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations toward development and/or improvement of critical command plans and readiness for conducting major operations such as counter-transnational organized crime, war, mobilization, mission and flying operations, deployment, or similar operations; knowledge of military command structure, missions, programs, organizational relationships and program goals and objectives, and the sequence and timing of key operational events and milestones to evaluate the effectiveness of planning actions related to actual events; knowledge of the various command entities involved in overall planning and execution of operations and evaluations to synchronize targeting and fires initiatives; knowledge of a wide range of planning principles, concepts, directives, practices, methods and techniques, and seasoned consultative skill sufficient to resolve intra and inter command, organization or agency tasks. Typical problems addressed are beyond normal day-to-day processes and procedures and extend to more complicated activities essential to accomplishment of the command mission. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Education Conditions of Employment (Continued): This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. QUALIFICATIONS (Continued): KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: KSAs for GS-11: Knowledge of the principles, concepts, and theories related to DoD Counter Threat Finance, U.S. Interagency, and non-governmental Counter Threat Finance programs. Knowledge of analysis, evaluation, fact-finding, and principle investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives of intelligence information systems and indications and warning systems. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management. Ability to apply analytical investigative techniques to accomplish work in the subject-matter field. KSAs for GS-12: Knowledge of DoD Counter Threat Finance, U.S. Interagency, and non-governmental Counter Threat Finance programs. Knowledge of intelligence information systems and indications and warning systems, Joint Requirements Management and Collection Management processes. Knowledge of business and industry practices; the collection, analysis, and dissemination of information; and the establishment and maintenance of contacts with business and industry. Ability to conduct analysis of and operationalize analysis to counter money laundering and threat finance activities engaged in by individuals, businesses, corrupt officials, members of organized crime and terrorist organizations. Ability to establish goals and assess progress towards their achievement, develop concrete action plans to solve problems, adjust work objectives to meet changing programs, and to negotiate effectively with management to implement recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
