Position Overview:
Decisive Point Consulting Group, LLC (DPCG) is actively seeking a highly qualified Cyber Operations Planner to support the Defense Information Systems Agency (DISA) J-3/5/7 Directorate. This individual will contribute to enterprise-level planning, future operations, and cyberspace strategy development that directly support DISA’s responsibility to deliver resilient and secure communications across the Department of Defense Information Network (DODIN).
As a key member of a senior planning team, the Cyber Operations Planner will participate in joint planning activities across the full spectrum of Cyberspace Operations and provide subject matter expertise aligned with the Joint Planning Process (JPP) and the Adaptive Planning and Execution (APEX) enterprise framework.
Essential Functions:
+ Develop and contribute to cyberspace campaign plans, OPLANs, OPORDs, and CONPLANs in support of DISA’s strategic mission.
+ Perform mission analysis and create viable cyberspace Courses of Action (COAs), incorporating risk, threat intelligence, and operational constraints.
+ Support joint planning with DISA, JFHQ-DODIN, USCYBERCOM, and Combatant Command elements.
+ Provide technical guidance in the development of command and control (C2) strategies across multiple mission threads including Defensive Cyberspace Operations (DCO) and Cybersecurity Service Provider (CSSP) functions.
+ Translate strategic guidance (NDS, NMS, JSCP, DISA Strategic Plan) into actionable operational planning documents.
+ Participate in Joint Planning Groups (JPGs) and Operational Planning Teams (OPTs), delivering timely recommendations for contingency response planning.
+ Provide senior-level briefings and decision support to government stakeholders.
Required Qualifications:
+ Active TS/SCI clearance
+ Bachelor’s degree (Master’s preferred) in Cybersecurity, National Security, Strategic Studies, or related field
+ Minimum of 8–10 years of experience in military operational planning, with a focus on cyberspace or communications operations
+ Demonstrated experience in Joint Planning Process (JPP), APEX planning tools (GCCS-J, JPES), and DoD cyber doctrine
+ Proven ability to coordinate across Combatant Commands, service components, and interagency stakeholders
+ Familiarity with NetOps environments, C2 architecture, and Joint Information Environment (JIE) initiatives
+ Strong communication and writing skills to support strategic documentation and decision briefings
Preferred Certifications:
+ Joint Planner (JP) Qualification
+ Certified Information Systems Security Professional (CISSP)
+ Project Management Professional (PMP)
+ Defense Acquisition University (DAU) credentials related to cybersecurity or planning
