Posting is for one Real Property Agent I position in the Division Right of Way Office located in Pinehurst and will be responsible for acquiring Right of Way for Highway Construction. Additional responsibilities include contacting owners regarding right of way to be acquired, explaining plans, describing right of way to be acquired, making monetary offers based on appraisal and damages, and explaining how appraisal offer amount was determined. It will be the responsibility of the Real Property Agent I to prepare deeds and easement agreements for the acquisition of right of way on highway projects and secondary roads. The position will handle relocation assistance for a highway project by assisting displaced residential and displaced businesses moving and relocating off the proposed right of way. The employee will assist in moving personal property including signs, billboards, and other items that are associated with the clearing of the project. The employee will assist individuals in locating, purchasing, and/or renting replacement property. Collaboration with the Property Management Unit and providing local assistance in the clearance of right of way through the sale and/or disposal of structures and buildings acquired with the right of way; collaborating with Utility Unit personnel in the relocation and adjustment of utilities on primary and secondary roads; assisting and collaborating with the Attorney General's office in the litigation and mediation of condemnation cases.
For both primary projects and secondary roads, the applicant must be able to contact the public daily on their property in various settings to advise owners of their rights and how they will be affected by the project; must be able to interpret highway right of way and construction plans, including cross-sections, typical sections of profiles. The applicant must be able to prepare legal instruments of conveyance describing areas of right of way and easements to be acquired; must be able to interpret and convey to the public the requirements of federal, state, and local laws and regulations concerning the acquisition of highway right of way as well as be able to interpret and convey the requirements of federal and state regulations regarding the Uniform Relocation Act.

Additional Expectations:
Night and weekend work may be required. The selected candidate must become a Notary Public member from the North Carolina Secretary of State's office within 6 months of hire and maintain throughout employment. The s elected applicant will be expected to legally operate a motor vehicle.
Minimum Education and Experience Requirements

Bachelor’s degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution and two years of experience in the general real estate field; or high school graduation and seven years of experience in the general real estate field; or an equivalent combination of training and experience.
If there are no qualified candidates remaining in the applicant pool who meet the minimum Education and Experience or Knowledge, Skills and Abilities required for the position, the agency may consider for this, position a trainee who does not meet the minimum requirements. Salary for a trainee may be set at a lower level than the classification salary range and recruitment range that is listed in the posting with the salary being adjusted accordingly as the trainee has obtained the necessary additional education and experience to fully meet the minimum qualifications as outlined in the classification specification.
