General Information & Responsibilities
Effectively leads and manages the district-wide Adult Education, High School Equivalency, Literacy, English as a Second Language, and Professional and Continuing Education divisions; provides leadership in program and services development; responsible for fiscal and performance management of state and federal funded grant programs; overall responsibility for strategic planning, vision, budget management, and evaluation of all Adult and Continuing Education programs.
Description of Duties
DESCRIPTION OF ESSENTIAL DUTIES:
+ Provides administrative supervision and management control for effective operation of all Adult and Continuing Education divisions, programs, and services.
+ Initiates current and long-range planning to meet Adult and Continuing Education division educational, staffing, financial, and facility needs.
+ Analyzes program data and reports relevant results to the Associate Vice President, local, state, and federal funding sources; and community partners as required.
+ Provides overall vision for development and implementation of new program initiatives and manages staff to effectively deliver such programs.
+ Works with ITS department to ensure appropriate technology is available and utilized for all Adult and Continuing Education divisions.
+ Oversees establishment of operating budgets and enrollment forecasts which serve as the basis for grant applications, revenue projects, and the administration of expenditures.
+ Ensures compliance with local, state, and federal program and fiscal guidelines.
+ Identifies available sources of grant support for programs and prepares and/or directs the preparation of proposals and expenditures of grant funds.
+ Participates, as appropriate, in the resolution of employee and student grievances and/or complaints as well as effective implementation of College grievance and/or complaint policies and procedures.
+ Establishes and maintains positive and professional working relationships with College affiliates, workforce partners, schools, community groups and/or agencies, related local and national groups, and related professional organizations.
+ Establishes an environment fostering support, innovation, purpose; establishes standards necessary to enhance and strengthen the mission of Adult and Continuing Education.
+ Serves as a College representative on the local Workforce Investment Board (WIB).
+ Represents divisions at local, state, and national conferences as required.
+ Hires, supervises, coaches, disciplines, and evaluates staff. Serves as an administrative team member for collective bargaining negotiations as requested.
+ Work with college foundations and grant writer to identify and apply for potential funding opportunities.
+ Actively participate in college and community activities.
+ Oversee all aspects of Career and Technical Education grants, including Perkins V, across the college district.
+ Ensures compliance, manages budgets, conducts need assessments, and coordinates reporting and evaluation of grant-funded initiatives.
+ Supports workforce development through stakeholder engagement, inter-agency collaboration, and alignment with regional economic and educational priorities.
DESCRIPTION OF OTHER DUTIES:
+ Serves as a Campus Security Authority.
+ Performs other job related duties as assigned.

Education & Experience
+ Master’s degree required or Bachelor’s degree with commiserate experience.
+ Minimum of three years of program management or administrative work experience required.
+ Work experience in adult education programming within a union environment is preferred.
+ Three or more years of supervisory experience required.
+ Demonstrated leadership in program development, evaluation, and financial management preferred.
+ Strong written and oral communication skills.
