Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Deputy Security & Emergency Management, Assistant Director Security Division. The Project Manager serves as a General Engineer Architect who provides expertise, coordination, direction and oversight in executing major and large design and construction projects. Projects assigned are the most highly visible to AOC stakeholders and involve high dollar investment in contracted resources. Responsibilities As a Project Manager, the General Engineer/Architect plans various complex project development functions with project teams and makes decisions affecting areas of responsibility that are precedent setting. Provides expertise and coordination from project concept stage through the construction documentation, construction, equipment installation, checkout and delivery. *Must be able to obtain and maintain a top secret clearance.* Duties quoted at GS-14 level; If selected at the GS-13, candidate will have non-competitive promotion potential to the GS-14. Project Management Develops the planning and documentation for a number of multi-million-dollar construction and renovation projects. Projects may include renovation, rehabilitation, alteration and new construction. Manages significant phases of projects supporting major Jurisdiction-wide renovation and construction projects. Plans, guides and coordinates the work of subordinate and matrixed resources engaged in accomplishing project objectives. Analyzes all engineering elements for near- and long-term special projects. Evaluates implementation of new systems and technological capabilities. Coordinates with OCSO stakeholders to define the project goals and develop the processes for goal accomplishment. Develops, implements and disseminates project schedules containing all accountable and reportable resources. Provides recommendations for readjustment of funds, schedules and tasks supporting design and construction elements to eliminate project conflicts and ensure proper staffing resources. Provides advice in pre-bid and pre-construction conferences regarding construction methods and equipment. Works with subordinate project managers to ensure arrangements are in place to ensure timely and effective access to worksites by contractors. Consultant/Contractor Oversight Serves as Contracting Officer's Representative (COR) to ensure accurate and adequate oversight of contractor performance according to contract requirements. Prior to project performance, reviews plans, specifications and cost estimates for technical adequacy. During project performance, assists contractors in interpreting technical requirements; recommends changes in contract terms to the Contracting Officer; monitors and evaluates contractor performance; reviews contractor invoices; recommends corrective actions; and inspects and accepts contract deliverables. Reviews progress schedules. Assesses compliance with technical documents during the course of facility construction. Reports progress and/or problems. Investigates and reports on matters of concern with contractors which may lead to formal claims by the contractor. Such matters may include contract changes, labor issues, unfavorable weather, or stakeholder scheduling priorities. Works with design consultants, project managers, construction contractors and Jurisdiction officials to resolve problems or conflicts impeding progress. Works with Contracting Officer to negotiate contract specification and design changes with Jurisdiction representatives, consultants, and contractors. Investigates requests for contract change orders. Considers work site conditions, field measurements and computations, and local labor rates. Provides advice and assistance to construction project managers in determining costs for changes required. Computes periodic payments to contractors based on review of contractors' cost breakdowns, progress data, materials and equipment used, and survey reports. Coordinates with District of Columbia government and Federal agencies, e.g., OSHA, EPA, to ensure that construction operations are in compliance with safety and environmental regulations and standards. Problem Resolution Directs a broad range of inter-disciplinary development and design activities. Makes recommendations and implements actions involving highly complex technical problems, including those that apply to controversial or unusual integrated systems. Coordinates the development of designs for large multi-purpose, multiple-phase projects. Technical Advice and Guidance Serves as an expert consultant on broad projects and programs. Consults with management in preparing requirements and criteria for complex or high value projects for construction or modification to facilities. Applies expert knowledge of professional architectural and engineering concepts, methods and procedures to analyze and define requirements of multi-phase projects. Provides guidance and technical advice to lower-grade employees and specialists within the organization in the performance of related assignments and is available to those employees for consultation on assigned projects. Responsible for thoroughly understanding and ensuring compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations. To qualify at the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Specialized experience for this position is defined as having experience that demonstrates all of the following: Providing technical advice and having leadership for construction projects, staff, and resources, including costs, design and contractor performance; Evaluating studies, plans, design specifications and progress reports for architectural, engineering and construction processes and projects; Applying advanced developments in building, facility, and site design in construction and physical accessibility; Performing infrastructure project planning and management; and Serving as Contracting Officer Technical Representative (COTR) or equivalent. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Education In addition to meeting the specialized experience requirements for this position, applicants must possess the following: Education Required for Engineers: 1. Bachelor's degree in professional engineering: To be creditable, the program must: (1) be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics;(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR 2. Combination of education and experience: College-level education, training, and/or technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
