    The Department of Children, Youth, and Families (DCYF) is seeking a dynamic and knowledgeable Human Resources Supervisor to provide leadership, oversight, and consultation to support critical HR functions across the agency.

    As the Human Resources Supervisor, you will play a key leadership role in the Human Resources Management Division, delivering high-quality services in the following areas:

    + Oversight and delivery of the agency’s safety program

    + Management of Human Resources Information Systems (HRIS) including SEMA4

    + Administration of employee benefits, retirement, and leave management

    + Supervision of HR transactions, quality assurance, and data reporting

    + Planning, consulting, and strategic management of comprehensive HR functions to ensure agency effectiveness and compliance

     

    You will also be responsible for supervising and guiding HR staff, providing subject matter expertise in the area of transactions and support services. In addition, this role will serve as a management representative in collective bargaining, including reviewing employer proposals, participating in strategy discussions, and contributing to agency continuity planning.

    Minimum Qualifications

    Three (3) years of human resources experience that includes processing and/or oversight of personnel transactions and employee leave management programs and the Family and Medical Leave Act (FMLA) and workers compensation. Experience must include:

     

    + **Expertise knowledge of SEMA4 and SEMA4 transactions to ensure personnel and position records are entered accurately and timely**

    + Thorough knowledge of provisions of the FMLA, including state and federal laws, guidelines, and best practices sufficient to review requests for FMLA and advise HRM staff as to the completeness and authentication of requests.

    + Experience with Minnesota Workers' Compensation Laws, Statutes, Rules, and regulations

    + Knowledge of medical and legal terminology related to the work

    + Lead work skills sufficient to prioritize, assign, and report on the work activities of other employees so the work is completed in an efficient and effective manner.

    + Knowledge of and experience with Federal Employment Laws and Regulations related to Human Resources.

    + Knowledge of data practices as it related to data collected, created, or disseminated in relation to Human Resource and Personnel data.

    + Ability to analyze problems sufficient to develop creative solutions and alternatives for consideration that will best meet the needs of the agency while also complying with human resources best practices, laws, rules, etc.

    + Ability to train staff on Human Resources work procedures and practices.

    Preferred Qualifications

    + **Experience auditing personnel transactions and correcting discovered errors**

    + **Experience working with and interpreting Collective Bargaining Agreements**

    + **Experience using spreadsheets and reporting software (i.e., OBIEE) sufficient to provide reports for HR and for agency management**

    + **Ability to lead others and influence agency supervisors and managers to consider a broad array of options to ensure they recognize HR implications of their decisions**

    + **Demonstrated ability to manage multiple priorities**
