    The HR Manager & Corporate Recruiter is a dual-role position responsible for managing the full corporate recruitment lifecycle while also overseeing core HR functions in our Field Service Center. This role ensures Towne Park attracts, hires, and retains top talent while maintaining compliance with HR policies and fostering a positive and inclusive workplace culture.

    Job Details

    Compensation:** **Towne Park is committed to offering competitive, fair, and commensurate compensation. Actual compensation will be based on a candidate’s job-related skills, experience, education or training, and location. The annual base pay range for this position is $70,000.00 - $115,000.00.

     

    Additional Compensation:** **Employees may be eligible to receive annual incentive bonuses depending on their job classification and the policy guidelines.

     

    Benefits:** **Employees are eligible to enroll in medical, dental, and vision insurance, accident insurance, critical illness insurance, hospital indemnity insurance, and telemedicine benefits. Employees are provided company-paid basic life and AD&D insurance as well as short-term and long-term disability. Employees are also able to enroll in the company’s 401k retirement savings plan.

     

    Paid Time Off:** **Employees accrue 0.0654 hours of PTO per hour worked up to a maximum of 136 hours per calendar year. Employees receive 6 paid holidays throughout the calendar year and employees accrue up to a maximum of 4 paid floating holidays per calendar year.

    ESSENTIAL FUNCTIONS

    Descriptive Statement(s) - % of Time

    + Collaborate closely with senior leadership to forecast talent needs aligned with business goals while identifying and building talent pipelines for critical roles. Proactively identify and engage high-caliber professionals who are not actively job-seeking, using advanced sourcing tools and social and professional networks when needed. Handle sensitive or confidential roles with discretion and professionalism. - 25%

    + Partner with Talent Development, Compensation, and hiring managers to define roles requirements and build candidate profile for recruitment. Design and lead structured, behavioral-based interviews that evaluate leadership potential, strategic thinking, and cultural alignment. Assists hiring managers with job requisitions and approval escalations. Train managers to improve execution of recruiting as well as screening and hiring procedures. Posts external and internal job openings adhering to standard operational procedures. Maintains, analyzes, and reports hiring statistics and recruiting activity data. - 25%

    + Provide white-glove experience for senior and executive-level candidates, including personalized communication and interview coordination. Manages the preboarding and onboarding experience for all corporate and select market candidates, which includes assisting candidates through the pre-hire process, developing tailored onboarding plans, and early engagement strategies. Acts as a brand ambassador, embodying the Towne Park mission, vision, and values. - 15%

    + Oversee Corporate HR operations including employee relations, performance management, and compliance. Support leadership in workforce planning, succession planning, and organizational development. Handle conflict resolution, disciplinary actions, and internal investigations as needed. - 20%

    + Conduct training sessions on HR topics such as interviewing, onboarding, performance management and compliance. Manage employee engagement initiatives and support a positive workplace culture. - 10%

    + Supports corporate activities, HR Operations, and HR Center of Excellence as needed. - 5%

     

    The total amount of time for all functions of the job - 100%

    QUALIFICATIONS

    Education:

    + Bachelor’s degree in Human Resources, Business Administration or equivalent experience.

     

    Required Licensure, Certification, etc.:

     

    + PHR or SHRM-CP preferred

    Work Experience:

    + 5 or more years of progressive responsibility HR and recruitment roles including sourcing and full life cycle recruiting

    + Prior experience placing senior level and niche candidates

    + CTS/ATS experience with sourcing, tracking and managing candidate

    + Demonstrated track record of success in recruiting and sourcing leadership of management candidates.

    + Demonstrated project leadership, including business case development and cross-functional collaboration.

    Knowledge:

    + Considerable knowledge of the principles, practices, and procedures related to Human Resources and Recruitment.

    + Knowledge of federal, state, and city employment laws; experience with EEO/OFCCP requirements and reporting preferred.

    + Knowledge of EEOC, ADA, and employment laws

    + Strong knowledge of best practices in HR and current employment law with demonstrated success in handling sensitive legal issues.

    + Knowledge of aggressive recruitment strategies for fast-paced environments.

    Skills:

    + Proficiency with ATS and HRIS systems, Workday preferred

    + Computer proficiency and technical aptitude with the ability to utilize MS Office (Excel, Word, Outlook, PowerPoint) and various applicant tracking systems and HRIS applications.

    + Ability to work in hybrid work environment.

    + Ability to effectively plan, set priorities, and manage several complex projects simultaneously while working under pressure to meet deadlines.

    + Ability to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action.

    + Superior written and verbal communication skills to effectively address all levels within the organization.

    + Ability to exercise considerable judgment and discretion in dealing with matters of significance for the company.

    + Ability to represent the company effectively in a variety of settings with a demonstrated understanding and appreciation for diverse cultures.

    + Visibility requires maintaining a professional appearance and providing a positive company image to the public.

    + Strong commitment to continuous improvement.

    + Ability to proactively network and establish effective working relationships.

    + Ability to continually seek new sourcing options, and develop creative approaches to sourcing and delivering candidates.

    + Ability to execute recruiting strategy, including employer promotion in the marketplace, candidate management, diversity sourcing, and interview process management.

    + Strong consulting skills and demonstrated ability to work in a team environment, as a team leader and member.

    + Possession of strong analytic skills with ability to create, measure, and scale the right workflow between candidates, hiring managers, and the recruiting team.

    SCOPE

    Authority to Act:

    + Performs duties independently with minimal supervision, operating from specific and definite directions and instructions. Decisions are of a routine nature made within prescribed operating guidelines, policies and procedures. Mistakes/errors may result in work stoppage, loss of business, poor customer relations and/or damage to product, all of which can have negative financial implications for the organization.
