    Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will provide onsite Navy/NMCI IT support (e.g., system status, contractors escort, user testing, and NIPR/SIPR repairs. You will support the MSC N3/N03 for all non-MSC IT systems usage, requirements, project management, and training. You will manage the IT Program Resource Process as TRANSCOM liaison including IT requirement development, validation, and tracking, development of portfolio budget and preparation of BES submissions. You will advise the N6 CIO, Deputy CIO and Division Directors on the USTRANSCOM IT budget, portfolio/program management, strategic/operations planning, and information assurance for C4 capability planning, budgeting, deployment and sustainment. You will represent the MSC CIO for all USTRANSCOM senior leader events including but not limited to the Corporate Governance Process (CGP), Mission Area Management (MAM), CIO Forum and CIO Council. You will lead all MSC N6 USTRANSCOM lines of effort, ensuring appropriate procedures are in place to support strategic, policy; portfolio, program, and execution processes for TWCF resourced C4 capabilities You will serve as an MSC C4 expert and advisor to interpret, create, disseminate, and integrate USTRANSCOM Cyber/information Assurance (IA) policies within MSC plans, programs, and projects. Requirements Conditions of Employment Qualifications GS-13 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing the IT Program Resource Process, including IT requirement development, validation, and tracking, as well as developing the annual portfolio budget and preparing and justifying Program Objective Memorandum (POM) and Budget Execution submissions. Experience performing as the principal advisor to an Information Officer on budget, portfolio/program management, strategic and operations planning, and information assurance related to C4 capability planning, budgeting, deployment, and sustainment. Experience representing the Information Officer/IT Director at senior leader events such as Corporate Governance Process (CGP), IO Forums, and IO Councils, providing direct interface support with directors on operations, budget, and IT/C4 issues. Experience implementing business planning processes within the Department of Defense (DoD). Experience applying working capital operations, IT portfolio and program management, investment management, project management, knowledge management, systems analysis, communication skills, and cyber/information assurance principles. Experience interpreting, creating, disseminating, and integrating Cyber/Information Assurance (IA) policies within plans, programs, and projects. Experience providing oversight to ensure appropriate procedures and processes are established for strategic planning, programming, budgeting, and execution documents, particularly within joint and maritime service component activities. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
