    Summary You will serve as a Community Planner (Production Coordinator) in the Planning, Design and Construction (PDC) Directorate, Strategic Planning Division of Naval Facilities Engineering Systems Command (NAVFAC) Washington. Responsibilities You will coordinate with various PDC and PW Divisions, Branches, and public works departments to promote a holistic approach in delivering NAVFAC facility planning products and services. You will provide advice and assistance to program managers, the Regional Engineer, installation commanders, installation leadership, Public Works Department (PWD) personnel, and others, as appropriate. You will participate in or lead regional planning teams to develop long-term shore infrastructure management and basing strategies, including facility investment recommendations. You will analyze existing facilities criteria, update as appropriate and help develop new criteria where none exists. You will advise staff in securing and managing funding for projects; project management, scoping and estimating contract costs; troubleshooting; and Community Planning best practices. You will advise leadership on workload management; maintaining standard operating procedures; and managing some of the more complex, challenging projects. You will assist with community management and coordinate the sharing of projects and skillsets between Strategic Planning and Project Planning. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying knowledge and experience in Shore Planning Systems to use planning systems and automated databases to develop facilities requirements and capture, analyze and manage facilities and planning spatial/geographic data to support facilities and master planning; 2) Performing, coordinating, directing and providing administration of site planning, site development, building design, environmental impacts/constraints, economic analyses, special facility studies, skills in using ArcGIS & AutoCAD, project concepts development, cultural resources, design-bid-build and design-build bid documents; 3) Preparing project documentation (DD 1391) that includes project scope, cost estimates and supporting documentation; 4) Preparing A-E scopes of work, preparing Government estimates for the various phases of work, assisting in the negotiation of A-E contract and evaluating A-E performances for accuracy, adequacy, completeness and conformity with the contract and customer requirements; and 5) Leading multi-functional teams as the project scope is identified and implemented and balancing multiple projects and priorities. One of the following is highly desirable: (1) Current registration as a Licensed Professional Engineer or Registered Architect by any state within the United States, the District of Columbia, Guam or Puerto Rico; or (2) certification by the American Institute of Certified Planners (AlCP). Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
