    Duties Description Program OverviewThe Division of Water (DOW) Bureau of Water Resource Management (BWRM) works to protect, manage, and conserve New York State's groundwater and surface water supply sources, develop management strategies to enhance and protect these waters, and protect both the groundwater and surface water quality of New York’s major watersheds. BWRM’s watershed programs, permit programs and nonpoint source program support development of clean water plans and permits to help improve water quality, identify potential funding, and conduct research to protect and restore water quality in relation to climate change, source sectors, and other emerging environmental issues.New and emerging pollutants, industries, regulations, and legislative initiatives impact the implementation and compliance of the permitting, clean water planning, nonpoint source and funding programs. The Emerging Research and Regional Support Section provides research and policy development on these emerging issues to support these programs to ensure permit operating conditions, sampling, analysis, compliance, and reporting requirements for a range of facilities and activities, clean water planning and nonpoint source programs are aligned with NYS climate goals, adhere to environmental justice and disadvantaged communities policies, are incorporating best available science and technologies, and address new and emerging contaminants.Duties/Responsibilities: The Research Scientist 1 will support completion of research projects, including planning, data analysis, interpretation, and preparation of reports, papers, and publications on emerging regulatory requirements and to support DOW permitting programs. The candidate is expected to analyze water quality, environmental and facility data contribute to the development of research, processes, permitting tools, strategies, and guidance to support DOW’s permitting programs, including the State Pollutant Discharge Elimination System (SPDES) program. This requires familiarity with pollution sources, evaluation pollution loading, data analysis, and the New York regulatory framework.Under the technical and administrative supervision of a higher-level Research Scientist, the successful candidate will assist in the development of permitting and regulatory resources and tools, including tasks such as data collection, literature review, analyzing and interpreting results, producing technical reports, and supporting other professional staff. Research and Data Analysis (60%)•Assist with research in all phases of the process including problem definition, planning, execution, analysis, interpretation, and reporting of findings to support development of permitting and regulatory resources and tools. •Compile and analyze emerging contaminant data from permitted facilities and draft technical reports to support development of technical guidance and policies. •Conduct research, data analysis and interpretation of environmental data and technical information to advise senior research staff on emerging regulatory requirements, implications of new pollution sources (business, industry, processes), treatment technologies, and industrial or facility standards in relation to water quality and regulatory programs.•Conduct data analysis and interpretation of environmental data to assist in review of existing SPDES permits for conformance with new federal treatment technology limits, new state water quality classifications, and water quality standards. •Provide technical support and maintain effective working relationships with non-Departmental experts and the pubic and participate in the Division of Water’s research-related workgroups.•Conduct literature reviews and advise senior research staff on the interpretation of the results and findings for the development of research plans, public outreach materials, and permitting guidance and tools. •Communicate results of research and development of permitting guidance and tools through issued reports, peer-reviewed journals, conferences, public meetings, and website postings. •Assist with applied research projects, in coordination with academic institutions and other state agencies, to evaluate sources of emerging contaminants and identify treatment technologies to inform the SPDES permitting program. Permit Program Implementation (40%)•Assist with implementation of the Department’s emerging contaminant strategy and reporting. Provide thorough and timely review and accurate processing of data submitted through SPDES applications, requests for information, and monitoring reports. Ensure publicly available data are consistent with the Department’s emerging contaminant strategies. •Assist with workplan development, management and reporting for awarded contracts, workplans, and implementation projects for emerging contaminant research and implementation projects. •Participate in the Division of Water or DEC’s related committees and workgroups. •Provide technical assistance to permitting staff.•Represent the Department at professional meetings and coordinate with local, state, and federal partners to exchange information, expand the understanding of the Department’s programs, address emerging concerns and identify data and information. •Supervise lower-level staff including seasonal positions and interns. Supervision includes the development of performance plans, and associated reviews; review and approval of timesheets and expense reports; development and completion of program specific training for new staff.Preferred Additional Qualifications: •Excellent interpersonal skills, strong writing and verbal communication skills; comfortable with public speaking. •Experience with collecting, analyzing, and interpreting chemical, biochemical, ecological, biological, and geospatial data within the context of water quality. •Knowledge of New York State and Federal regulations as they relate to water quality standards and permitting.•Experience and understanding with emerging contaminants (e.g., PFAS).•Competence in geospatial and statistical analysis of environmental datasets.•Experience writing technical reports, work plans, Standard Operating Procedures and Quality Assurance Project Plans. •Proficiency working with GIS, statistical computing software (R), databases, and in Microsoft Excel, Word, Outlook, PowerPoint, and Access. •Ability to evaluate and manage large datasets and competence in statistical and geospatial analysis of environmental datasets.Additional Comments:Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel, primarily throughout New York State, but occasionally out of state and some overnight travel will be required.

     

    Minimum Qualifications Candidates for this position must have a Bachelor’s Degree in environmental sciences, environmental policy, environmental management, environmental biology, biology, environmental chemistry, or a related field and two years of professional research experience in an appropriate field. Substitutions: Master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.
