    # Project Overview:

    Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee. UPF will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future. The UPF project works on a 4/10 schedule. Start times are flexible but the standard work week is: Monday - Thursday from 6:00am to 4:30pm. There is the potential to work overtime (including weekends) to support project needs. Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

    # Job Summary:

    In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. Assigned to the Uranium Processing Facility (UPF) Construction organization in a senior field Subcontract Technical Representative (STR) Mechanical field coordination and quality control position. \#LI-CL1

    # Major Responsibilities:

    + Overall technical coordination of mechanical (HVAC, Mechanical Insulation) subcontractor(s) scopes of work.

    + Interface with field STRs and other team members; serve as a technical focal point for coordination of technical issues for assigned subcontracts.

    + Ensuring compliance is in place for processes associated with the subcontractor’s ES&H program, quality inspection program (via inspection oversight and surveillance process), and the field STRs deployed to work areas (i.e. buildings/facilities) are correctly validating subcontractors installed quantities and monthly progress payments and invoices.

    + Monitor subcontractor force account and time and management reports and coordinate subcontractor’s activities with work performed by others.

    + Perform surveillance and inspections of subcontractor's work to confirm compliance with subcontract requirements.

    + Monitor subcontractor submittals and coordinate project review of same, and coordinate with the UPF Engineering and the subcontractor's design entity for design and build subcontracts.

    + Exercise professional technical judgment within the framework of broad guidelines provided by superiors.

    + Provide technical direction to subcontractors, construction office technical or clerical personnel.

    + Represent Construction during the formation and bid, evaluate, and award phases of assigned subcontracts, and monitoring the subcontractor's work processes to ensure adherence to the principles of Integrated Safety Management System to ensure health and safety of the worker, quality, productivity, and consistency of the workplace.

    + Operate with considerable latitude, exercising independent judgment, and utilizing construction knowledge and technical experience in the resolution of typical questions and problems, which may arise.

    + Manage subcontract specific Condition Reports including creating Corrective Action Plans and participating in Casual (apparent/root) Analysis.

    # Education and Experience Requirements:

    + Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

    # Required Knowledge and Skills:

    + Must be able to complete a pre-employment drug screen and background check, including verification of employment and education.

    + Must be able to obtain site security badge for access to the worksite.

    + Must be physically capable to conduct field inspections and participate in project walk-downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 40 lbs.

    Minimum Qualifications:

    + Candidates should be self-starters, highly motivated, requiring little supervision, and be able to work well in a team environment.

    + Candidates should have a good working knowledge of current design codes and standards such as ACI, AISC, ASME, as well as NQA-1 requirements.

    + Knowledge of environmental compliance standards required on NNSA/DOE projects.

    + Familiarity with nuclear quality and commercial practice standards is desired.

    Preferred Qualifications:

    + Knowledge of the Bechtel Standard Work Process Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs).

    + Knowledge and experience of DOE, DOD, and/or commercial nuclear construction projects.

    + Knowledge of Bechtel’s “Zero Accidents” safety program.

    + Recent experience with the Bechtel Subcontract Formation.

    + Recent experience with Bechtel Construction Subcontract Process (SWPP 4101, 4102 and 7107).

    + Recent Direct Hire and Subcontract Management experience at a major Bechtel project.

    + Previous Bechtel experience working at a major Department of Energy (DOE) project.

    + Previous Bechtel experience as a Civil Field Engineer, Civil Superintendent, and Subcontract Coordinator/Subcontract Technical Rep.
