Summary This position serves as a supervisor. The Director is responsible for overseeing the DOT Positioning, Navigation and Timing (PNT) and Spectrum Management staff, as well as being responsible for development of Departmental policy positions on PNT and radiofrequency spectrum in coordination with the Operating Administrations and DOT leadership. Responsibilities The Supervisory Electronics Engineer: Incumbent coordinates the development of Departmental positions on PNT and spectrum policy, and is responsible for the protection of PNT systems and DOT spectrum allocations from harmful radiofrequency interference and operational degradation, in conjunction with the DOT Operating Administrations, the Under Secretary of Transportation for Policy and the Assistant Secretary for Research and Technology. Represents the civil Departments and Agencies in the development, acquisition, management, and operations of the Global Positioning System (GPS) per Space Policy Directive-7, and represents DOT in Federal radionavigation planning and requirements development Chairs the DOT PNT Working Group and DOT Extended PNT Working Group with other civil departments and agen Chairs the Civil Global Positioning System Service Interface Committee. Supports the Under Secretary and Assistant Secretary for Research and Technology on PNT and spectrum issues in meetings of the National Space-Based PNT Executive Committee and its subordinate subcommittees and working groups. Supports the Secretary of Transportation in analysis of Counter Unmanned Aircraft System (CUAS) mitigation actions for potential impacts on the transportation sector and on Civil GPS applications. Supports the Assistant Secretary for Research and Technology on spectrum issues affecting DOT in meetings of the National Telecommunications and Information Administration (NTIA) Policy and Plans Steering Group (PPSG), and similar fora. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Evaluates work performance of subordinates; Gives advice, counsel, or instruction to employees on both work a n d administrative matters; Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions; Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; Identifies developmental and training needs of employees, providing or arranging for needed development a n d training; Finds ways to improve production or increase the quality of the work directed; a n d develops performance standards. The ideal candidate has extensive experience applying the concepts, principles and practices of electronics engineering which includes radiofrequency spectrum requirements, technologies (including PNT systems) and management. The desired candidate will have experience in program and project management. The candidate must possess experience as a technical leader, demonstrating the ability to supervise, lead and motivate team members inside and outside the immediate organization in executing technical projects, while maintaining technical insight. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications. To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include: Experience overseeing research and analysis in support of development of a national Positioning, Navigation, and Timing ( PNT) architecture to identify, implement, and facilitate adoption of Complementary PNT technologies for increased PNT resiliency Experience performing radio frequency spectrum management and analysis functions in transportation related fields. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Electronics Engineering - Knowledge of the concepts, principles, theories, and methods related to the design, analysis, test, fabrication, or verification of analog or digital electronic systems. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education MANDATORY EDUCATION REQUIREMENTS: A. DEGREE: ENGINEERING --To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. COMBINATION OF EDUCATION AND EXPERIENCE -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive). All applicants must meet the education requirements under A or B to qualify for applying to an engineering position. Transcripts are required for this position. TRANSCRIPTS: The transcripts need not be official but must show that you meet the stated education requirements, including specific major or class requirements. In lieu of transcripts, you can provide a current Professional Engineer (PE) license or passing the Engineer in Training (EIT) exam, please provide a copy of PE license or written documented proof of passing the EIT.
