The Ada County Information Technology Department (AC-IT) supports the largest county in the State of Idaho. The department is divided into functional areas of Administration, Customer Support, Infrastructure, Project Management and Development for Client/Server/Web/GIS.
AC-IT provides computing and communications infrastructure, services, and innovation to the departments and elected officials charged with providing the services to the citizens of Ada County.

POSITION GENERAL SUMMARY:
The Business Analyst acts as a liaison between the county business departments and the IT department. The analyst monitors the changing needs of business operations and is able to assess the impact of those changes. The incumbent focuses on the effective use of resources of both people and technology. The incumbent performs reviews, assessments, and the development of county business processes and makes recommendations of software requirements for technology initiatives, including online products, content management systems, and business information systems.
DISTINGUISHING FEATURES OF THE CLASS:
A financial or accounting background, including experience in the following: Enterprise Resource Planning, General Ledger, Fixed Assets, Accounts Receivables, Accounts Payable, Budget: Capital/Operational, Oracle HCM is preferred, but not required.
The Business Analyst I independently researches similar organizations to compare and benchmark performance guidelines. Reports and recommendations are made by the incumbent for the purpose of controlling costs, increasing efficiencies, and improving functions. Final reports may be reviewed with regard to business and technical soundness and appropriateness. The incumbent's projects are effectively managed and expectations of projects are met or exceeded. The business analyst provides leadership, support and direction for IT personnel.
Essential Functions
Business Analyst I
+ Acts as a liaison between IT and business units;
+ Opening and maintaining lines of communication to monitor and improve business unit satisfaction with IT;
+ Makes recommendations for product enhancements;
+ Manages business unit expectations of IT;
+ Participates in business process modeling sessions, acting as a documentarian, co-facilitator, facilitator, or subject matter expert in sketch sessions;
+ Conducts interviews and performs analysis in order to create business cases for projects;
+ Defines project requirements by identifying project milestones, phases, and elements; forming project team; establishing project budget;
+ Monitors project progress by tracking activity; resolving problems; publishing progress reports; recommending actions;
+ Create functional requirements in use cases;
+ Participates in root cause analysis in order to recommend product enhancements or other appropriate actions to improve productivity for both the business units and IT;
+ Analyze and model the business domain to create a complete picture of work-flows and technical requirements fulfilled by existing and proposed software;
+ Evaluate potential software solutions, including off-the-shelf and open source components, and the system architecture to ensure that they meet business requirements;
+ Maintains system protocols by writing and updating procedures;
+ Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies;
+ Provides work direction to one or more technical or clerical staff or acts as a team lead on designated projects or assignments.

Job Requirements
Business Analyst I
+ Bachelor's degree from an accredited university in Business Administration, IT Management, related field or equivalent combination of education and experience;
+ A minimum of three years' experience with business operations, systems of computer industry experience preferred;
+ A financial or accounting background preferred not required including experience in the following: Enterprise Resource Planning, General Ledger, Fixed Assets, Accounts Receivables, Accounts Payable, Budget: Capital/Operational, Oracle HCM.
+ Demonstrated experience analyzing, interpreting, and communicating business requirements;
+ Team experience, able to work harmoniously with and across business and technical groups to meet county needs and deadlines;
+ Experience with projects based work and handling tasks related to multiple projects with simultaneously required deadlines;
+ Knowledgeable in software design, software documentation, software development process, software requirements and data process modeling;
+ Strong technical skills, able to interface with technology teams and translate business process needs into software requirements;
+ Strong analytical and problem solving skills;
+ Leverage advanced skills and knowledge to succeed as a business analyst;
+ Extremely proficient computer skills with Microsoft Office products;
+ Detail oriented, time management and organizational skills are required;
+ Superior oral and written communications skills;
+ Ability to interview program/process owners and document existing processes;
+ Ability to present ideas logically and effectively;
+ Ability to work independently and as part of a team to accomplish division and department goals.
OTHER REQUIREMENTS:
+ Must possess and maintain a valid driver's license;
+ Must pass a criminal background investigation;
+ Must treat coworkers, users and the public with the utmost respect and regard for good public relations;
+ Working hours are generally from 8:00 a.m. to 5:00 p.m., Monday through Friday, but may vary with the needs of the County and may include evening or weekend work in the event of serious systems problems.
Work Environment & Physical Demands
+ Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
+ Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
