DEFINITION
PART-TIME OPPORTUNITY

The City of Stockton is currently hiring for a part-time Program Specialist – Property Clerk position.
Work Environment: The responsibility of the Property Clerk is to accept, catalog, safeguard, store, produce as required for court, return to legal owner or otherwise legally dispose of all property and evidence coming into the custody of the Police Department.
The Property Room is a highly secured area within the Police Department, with only personnel assigned to the Property Room having direct access. All property and evidence is stored in a warehouse environment, which requires light to moderately heavy manual labor.
In order to carry out their duties, Property Clerks drive a large cargo van equipped with tailgate lift for transporting property, utilize step stools and ladders when retrieving or placing items on shelving, utilize carts and dollies for moving items, access a large walk-in freezer and refrigerator when placing, or retrieving, biological evidence in storage, work in inclement weather, and work in close proximity to hazardous materials, including bio-hazards.
Prior to appointment, eligible candidates may be required to submit to a drug screen and medical exam which includes a back evaluation and successfully pass a background investigation, which will include fingerprinting.
Under general supervision, receives, stores, and maintains an inventory of evidence and property in the Police Department; performs related work as assigned.
CLASS CHARACTERISTICS
This police civilian class is responsible for the receipt, storage, and maintenance of evidence received in the Police Department. Incumbents process and maintain detailed records of held items and destroy or dispose of obsolete or unclaimed property in accordance with Police Department rules and regulations. This class is distinguished from the Evidence Technician in that the latter is a technical class performing crime scene investigations and identifying and classifying evidence for use in prosecuting crimes.
PRINCIPAL DUTIES (Illustrative Only)
+ Receives property and issues receipts; categorizes and stores property which has been found or turned in as evidence.
+ Disposes of property and evidence in accordance with state, city, or departmental rules and regulations.
+ Releases property to rightful owner after ensuring proper authorization for release.
+ Testifies in court regarding chain of custody and property records.
+ Prepares detailed records of evidence inventory and maintains orderly appearance of property file area; maintains continuous property inventory record.
+ Prepares periodic reports related to property stored, including disposal of property, unclaimed property, and property available for auction.
+ Coordinates the review of inventory items by departmental staff and outside agencies.
+ Coordinates the disposal, sale, or auction of property with City purchasing and stores staff.
+ Provides direction, training, and work review to support staff assigned to the property room.
+ Assists with special projects related to the maintenance and handling of property items.
QUALIFICATIONS
Education/Experience:
Possession of a high school diploma or GED and one year of experience as a storekeeper, stock clerk, property clerk, general warehouse inventory control clerk or in general office support work. Prior experience in a law enforcement setting is desirable.
Other Requirements
+ Must possess a valid California driver's license.
+ Must be willing to handle firearms.
Knowledge of:
+ Principals and methods of receiving, storage, and inventory of property and evidence;
+ Basic safety practices pertaining to the work, including the handling of dangerous substances and firearms;
+ Basic record keeping principals and practices;
+ Office practices and procedures, including the operation of standard office equipment.
Skill in:
+ Receiving, storing, and maintaining an inventory of property and evidence;
+ Filing and indexing a variety of property items;
+ Organizing and maintaining detailed and accurate records of inventory items;
+ Presenting accurate court testimony concerning evidential property;
+ Establishing and maintaining effective working relationships with those contacted in the course of the work.
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include an oral exam or a training and experience evaluation examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.

45-Minute Response: The City of Stockton requires employees in this position to reasonably respond to emergencies at all times. Employees will be required to maintain primary residence within 45 minutes of City Hall in order to timely respond to emergencies and meet the health, safety, and welfare needs of the City. New employees have up to three (3) months from the date of hire to comply with the requirement. Any interested candidates must be willing to adhere to this requirement throughout the duration of employment.
