    POSITION: Assistant Director, Information Technology Division

    GRADE: SE04

    SUMMARY OF POSITION: The Assistant Director for Information Technology works under the direct supervision of the Director of the Bureau of Legislative Research. The Assistant Director is the immediate supervisor for the Administrators for the Network and PC Support Services Section and the Applications Section, as well as the Assets Manager, Digital Research Technician, and the Administrative Assistant to the Assistant Director. The Assistant Director is responsible for the general planning, management, and operation of the Information Technology Division.

     

    Under new pay plan this position is a grade IST14.

    ESSENTIAL FUNCTIONS:

    + Direct the planning and operation of the Information Technology Division, including reviewing and making recommendations regarding the needs of the division for staffing, equipment, policies, and procedures.

    + Supervise the division staff for whom he or she is the immediate supervisor, including staff assignments and the approval of leave requests.

    + Evaluate the job performance of section administrators, Assets Manager, Digital Research Technician, and Administrative Assistant to the Assistant Director.

    + Participate in the hiring of new division employees by receiving input from the administrator or manager as to the best candidates for the position, conducting final interviews with applicants recommended by the administrator or manager, and making the final hiring decision with the input of the administrator or manager.

    + Ensure compliance with the Bureau Employee Policy Manual within the division.

    + Be available to members of the General Assembly, state agency staff, and Bureau staff to provide IT services and answers to issues that may arise.

    + Develop and maintain expertise in information technology advances.

    + Direct the planning, operation, and implementation of information systems and associated support services for the Bureau and the General Assembly.

    + Negotiate and maintain all licensing agreements for applicable software.

    + Review and make recommendations regarding all information technology needs of the Bureau and the General Assembly, including hardware, software, and policies and procedures.

    + Classified as “essential personnel” during legislative sessions.

    OTHER FUNCTIONS:

    + Occasional out-of-state travel to conferences and seminars.

    + Perform other related duties as requested by the Director of the Bureau.

    QUALIFICATIONS/SKILLS:

    + Ten (10) years experience in an information technology management field, four (4) years of which must be supervisory experience.

    + Education, experience, and abilities commensurate with assigned duties and subject matter areas.

    + Knowledge of computer systems design, programming, and operation.

    + Knowledge of computer hardware and software systems and affiliated support.

    + Knowledge of state and federal laws that pertain to the subject matter and operation of information technology services.

    + Knowledge of purchasing and asset management policies and procedures.

    + Ability to manage and plan for large-scale technology change in a dynamic environment.

    + Ability to address technical issues in both technical and non-technical terms.

    + Knowledge of Bureau policies and procedures.

    + Ability to organize workload and set priorities.

    + Ability to communicate with Bureau Staff, state agency staff, members of the General Assembly, and members of the public.

    PRODUCTION STANDARDS:

    + Effectively supervises division personnel, including providing competent assistance and supervision to professional and support staff that aids in developing their quality of work.

    + Demonstrates the ability to capably and confidently interview prospective employees.

    + Accurately analyzes and provides solutions to complex information technology issues.

    + Adept in communicating with Bureau staff, members of the General Assembly, state agency staff, and members of the public, both verbally and in writing.

    + Demonstrates proficient time management skills, including the ability to complete work under strict time deadlines.

    + Demonstrates ability to provide valid solutions to staff or member complaints or issues.
