Are you analytical and passionate about public finance and budgeting? The Public Utilities Department is seeking a Budgeting & Analytics Professional to join our team. In this role, you will manage the department’s budget, coordinate business and budget planning processes, conduct research, and compile and analyze data to support informed decision-making.
The ideal candidate will have knowledge of research techniques, data collection methods, and the ability to analyze data and generate comprehensive reports that inform strategic planning.
Job Description:

About This Position
Financial Duties
+ Budget Development & Coordination: Assists in developing the annual Public Utilities operating and CIP budgets, organizes data in GovMax, and coordinates with management and OFM analysts.
+ Monitoring & Reporting: Tracks operating budgets and funds, prepares monthly financial reports, and provides variance analysis through meetings with division managers.
+ Financial Analysis & Modeling: Performs statistical analysis, develops financial models (rate, debt, revenue/expenditure), and supports consultant-led rate studies.
+ Presentation & Communication Support: Prepares presentations and complex reports using PowerBI, Excel, and Smartsheet; supports budget workshops and managerial briefings.
+ Special Projects & Data Management: Conducts special studies, manages the Installment Loan Program, and gathers data for utility system updates and bond official statements.
+ Grant & CIP Oversight: Verifies grant budget alignment and ensures proper budgeting and tracking of Capital Improvement Projects in GovMax.
Administrative Duties
+ Collaborative Planning & Communication: Regularly meets with the Public Utilities management team, participates in leadership meetings, and ensures clear communication and consistent policy decisions.
+ Strategic & Staffing Planning Support: Assists with annual strategic planning and ensures accurate input of staffing plans into GovMax.
+ Project Coordination: Manages project tracking, scheduling, and performance measures across Public Utilities initiatives.
+ Administrative & Process Oversight: Coordinates administrative tasks, including eGenda submissions, and supports department-wide assignments.
+ Continuous Improvement: Contributes to organizational efficiency through technical expertise and process improvement initiatives.
Work Hours: Monday - Friday, 8:00 a.m. to 5:00 p.m.
About You
Minimum Qualifications:
+ Bachelor's degree from an accredited college or university in Public or Business Administration, Accounting, Finance, Economics , or a related field -AND- Two (2) years of related work experience.
+ -OR- Six (6) years of professional experience may be substituted at management discretion.
Preferred "Bonus" Qualifications:
+ Experience working with GovMax system and Smartsheets.
+ Professional experience in governmental accounting, budgeting, and/or auditing
Physical Demands: Must frequently lift and/or move more than 50 pounds.

Starting Pay Range: $56,139.20 - $62,000.00/ annually , based on experience.
