Summary You will serve as a SUPERVISORY ADMINISTRATIVE/PROFESSIONAL in the Naval Facilities Engineering and Expeditionary Warfare Center of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 and GS-15. This position has a salary control point at the GS-14 step 10 level. Responsibilities You will analyze budget, accounting, financial, and program data to identify trends, problems, variances, and decision points. You will formulate financial strategies to achieve program objectives within financial constraints. You will analyze the effect of changes in program plans and funding on financial and budget program milestones. You will inform staff about standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. You will prepare briefs regarding financial management system issues for senior managers. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 - GS-14 grade level or Pay Band (NT-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, monitoring, analyzing, and reporting on a Navy working capital fund budget; 2) Interpreting and applying accounting and budget principles, policies, and procedures, such as prescribed by the Office of Management and Budget and the Financial Management Regulations; 3) Analyzing financial data to advise managers or senior leaders on budget preparation, execution, costs, fiscal allocation, labor and non-labor funds management, and service cost centers in order to meet benchmarks and objectives; 4) Monitoring and reporting on appropriated funds including obligations and funds distribution; 5) Networking through written and oral communication with all Echelon Levels, Command departments, technical and business functional area managers, financial counterparts, and the DoD's Defense Finance and Accounting Service (DFAS).
